The Top Ten
1 The Red Queen - Alice in Wonderland The Red Queen is a fictional character in Lewis Carroll's fantasy novel Through the Looking-Glass. She is often confused with the Queen of Hearts from the previous book Alice's Adventures in Wonderland, although the two are very different.

I feel so sorry for Ilosovic Stayne, the Knave of Hearts that he had to be exiled with her. They either should have gave him a second chance or let him kill himself, but he shouldn't have had to live out the rest of his days chained to her.

She is just creepy! She manipulates Ariel to get revenge on King Triton. She is very evil, but very smart at the same time. I hate it when she turns giant. Creeps me out EVERY TIME!

The Real Reason She's Evil Is Because She Sounds Like A Person Who had been smoking for 40 years!

12 Pennywise the Dancing Clown - It It (sometimes capitalized as IT), more commonly known as Pennywise the Dancing Clown, is the titular main antagonist of the novel, its 2017 film adaptation and the 1990 TV adaptation. It was portrayed to be a shapeshifting and malevolent entity millions (possibly billions) of years old, and with no exact gender or solid identity; thus why it is called "IT". ...read more.

She doesn't care about killing puppies, she wants her stupid fur coats. She even tries to steal her "friend" Anita's puppies even when they told her that they aren't interested in her offer. She also abuses her henchmen when things go wrong even when it's because of her that it went wrong.

Her name fits her perfectly.

20 Aizen - Bleach
21 Caesar Clown - One Piece
22 Raditz - Dragon Ball Z Raditz is an anime fictional character from the anime series, Dragon Ball Z, created by Akira Toriyama.

I love Raditz to death, but he is quite cruel. Like most saiyans, he is mean, brutal and sadistic. He often ridicules his enemies and toys with them before finishing them off. He kidnaps his own nephew and holds him for ransom to get his brother (Goku) to join him and the other surviving saiyans. He's so evil that he has no problem killing his own flesh and blood if it means coming out on top or getting them to bend to his will. But evil or not, I love him. I really wish he wasn't made to be a villain.

23 Gato - Naruto
24 Monet - One Piece
25 Blix - Legend

Lord of Darkness: "Is your heart black and full of hate? "
Blix: "Black as midnight. Black as pitch. Blacker than the foulest witch."
Blix can also be described as an abusive leader, often hitting or insulting his goblin subordinates. Even so, I like him. He's my favorite character in Legend. I just wish he wasn't a villain. But evil or not, he's a cool goblin. The best, in my opinion.
