Beast actually loves Belle and they actually develop a genuine bond, while Gaston only wants her for a trophy wife to brag about and serve him. He doesn't even have any actual genuine feelings, which makes his obsession and relentless pursuit of Belle all the more despicable. He even tries to blackmail her into marrying him by threatening to throw her father into the insane asylum unless she agrees to marry him. He's evil without a doubt.
That greedy old Pigma is the most unlikeable character in the series and betrayed both James McCloud and Peppy Hare and let the former get killed by Andross while the latter escaped and told Fox about James' fate. What an ungrateful swine. At least it is so fun to beat Pigma up in any boss battle he shows up in.
