This man should be number one. That is fact. If you disagree it's because you don't know his work. Because he identifies as a Christian musician his music isn't played in mainstream markets so he is almost unknown. It isn't right. He's more complex than Van Halen. There was even a rumor out there once that he jammed with Hendrix one time (which is untrue - but the fact that such a rumor exists points to the fact that he's a master guitarist). Seriously, listen to him, soak his music in over some time, and tell me that he's not the most intricately-skilled guitarist of all-time.
