Rayquaza (pronounced "ray-quay-zah") is a Dragon/Flying type Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise. It serves as the mascot in the game Pokémon Emerald. Rayquaza can mega evolve into Mega Rayquaza provided that it does not have a Z-Crystal and it knows the move "Dragon Ascent". According to the Pokédex, it lives in the ozone layer, and frequently stops battles with Kyogre and Groudon, two other Legendaries. Rayquaza... Where do I begin. FIRST EVER POKEMON TO MEGA EVOLVE! 780 base stat when it mega evolves, Literally LIVES in the ozone layer and stops fights with no.2 and 7 on this list ( by the way why is Kyogre no. 7? )
Dragon ascent... 120 damage and 100 accuracy but lowers the users definitely and sp definitely, who cares it can one shot a pokemon before you GET to attack it, it's an amazing sweeper and do you know how much base attack rayquaza has even before it mega evolves? 150.
It has a best of 780 which is tied for number 1 with Mega Mewtwo, but it can also hold an item which means it is stronger than Mega Mewtwo. Also, it can learn stat boosting moves such as Dragon Dance and Swords Dance.
Guys not only does it look like he is waiting for a reaction to a funny joke all the time, it's a giant snake that can battle and stop Kyogre and Groudon at the same time, I mean bruh its stronger than mewtwo.
HOW IS RAYQUAYQUAY NOT NUMBER ONE? I mean, it's mega and Mewtwo's megas have the highest base stats

Its attack and speed are halved because of Slow Start. Now its base stat total is 535. So until then, its worse than its three subjects
