In the actual games, yes, Mewtwo is probably stronger. In the anime, no. But since I value the games more strongly than the anime, Mewtwo, I choose you! Also, if Mewtwo has the power to control minds, couldn't it just control Arceus's mind and make it lose? All these facts combined prove that Mewtwo is actually stronger than Arceus. Plus, Mewtwo can Mega Evolve, and both of those Mega Evolutions could easily wreck Arceus in an instant.

And even if Arceus became Dark type via the plates, Mewtwo could just control its mind. Plus, it has survived being stabbed through the chest by Deoxys, which makes it pretty hardy. Also, it can wield a giant spoon, which in addition to being just plain awesome (and a ripoff of Kadabra, admittedly), it has killed Deoxys with it and also Shadow (see DEATH BATTLE: MEWTWO VS SHADOW), which also makes it very strong. All this leads up to Mewtwo being stronger than Arceus.

Rayquaza is so awesome alone, but mega evolved, he is just an absolute destroyer. He looks the coolest too. He has the highest stats and should be number 1! He has been my favourite since I started playing Pokemon and still is. Arceus is not superior to Rayquaza. Arceus is important, but so are the other legendary Pokemon like Dialga and Palkia with space and time, and Groudon with expanding the land. Arceus couldn't make the universe on his own! If you agree, please vote for Ray because Ray should be first.

3 Dialga Dialga, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

I really like Dialga. Its design is like the best of all legendary Pokemon! Its stats are also "unbelievable." Like when I say "UNBELIEVABLE," I mean it.

This is my favorite designed Pokemon.

Dialga is SO awesome. He wrecked Palkia and is the strongest dragon-type (even stronger than Kyurem. I tested it), and his Roar of Time wrecks everything in Diamond.

If this guy was legit, then he could just freeze time whenever he wanted, teleport his enemies seconds before an apocalypse, or just zap himself to when his opponents were weak and powerless. Unfortunately, you can't do that in the game, but he's a good Pokemon with good TM possibilities and stats.

4 Giratina Giratina is a Pokémon species in Nintendo and Game Freak's Pokémon franchise. Created by Ken Sugimori, Giratina first appeared in the video games Pokémon Diamond and Pearl, but gained prominence in the sister game, Pokémon Platinum, which it was made the mascot of.

In terms of lore, Giratina should be 2nd only to Arceus.

The anime does a terrible job of getting Giratina right. Am I the only one bothered by the fact he doesn't use Shadow Force more than twice in all the anime?

The Manga (Pokemon Adventures) nails Giratina!

The Games Giratina is really good, maybe not the best, but definitely better than it's given credit for.

I have a level 100 Giratina in X and Y with max IVs. It has never lost in combat once and can single-handedly destroy the entire Elite and has destroyed Arceus in battle. Plus, the move Shadow Force to me is the most overpowered move in the game. It can break any sort of protect move and can't be hit the turn before. I know Pokemon lore and how Arceus is supposed to be strongest, but in my mind, Giratina deserves the top spot.

Lugia is a tank Pokémon which can be used by professional players to gain control of the battle. It can learn many types of moves, which makes the situation even better. It can also learn Recover and Roost to avoid fainting in the battle if it manages to strengthen its stats. Gaining advantage of this Pokémon is for the professionals, not for the beginners who want to go all out attacking. Having a high speed makes it even faster to power up before getting hits. Its secret ability, Multiscale, gives it the advantage of strengthening its stats in the beginning and when it recovers to full health. With all these reasons, Lugia is the best Pokémon for professional players.

6 Reshiram Reshiram, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

This Pokemon is beautiful and has such a unique design. What really confuses me is that it represents Pokemon BLACK when it itself is WHITE. I guess they wanted to mix it up a bit, but I don't like it that much. It doesn't make sense to me. Maybe they could add some black details to Reshiram and white details to Zekrom? I don't know, it'd just make more sense to me.

Reshiram could beat an Ice type like Lugia with its powerful moves. Yes, Lugia would freeze Reshiram in a battle, but Reshiram could escape it. If Reshiram burned Lugia, it could not get out of it. Also, it would be a powerful hit.

7 Palkia Palkia, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Palkia is great, and his Spacial Rend is so strong. This guy also learns the very rare Hydro Pump, so he deserves to be the strongest. Plus, in the game, Arceus's plates only turn him into that type. He does not get protected by them like in the movie. So, Palkia can still destroy Arceus because Hydro Pump is stronger than Judgment (which is Arceus's signature).

Palkia can take any damage. Dialga used Roar of Time on Palkia, and he survived. Plus, it's 150 damage, and it's a Dragon type, so it's super effective on Palkia. His special move can be used any time, faster than Roar of Time, with no need to wait an extra round to use again. He is faster than Dialga.

8 Zekrom Zekrom, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Zekrom is just an absolute beast as he has two of the sickest types: dragon/electric. If I was going to catch a legendary, then I would use the move he knows, Thunder Wave.

Zekrom is very strong, and he/she can even suck the power of Giratina, Palkia, Dialga, and Reshiram to take over the Pokemon universe.

Zekrom is very great! I like him very much.

This Pokemon can literally absorb life. You can't get much more powerful than that. In theory, this is one of the strongest Pokemon, only beaten by gods.

Yveltal should be much higher. It's miles better than Palkia, Zekrom, Lugia, and Reshiram. Master of Destruction and Damage.

Several beat the champion and the Elite Four by himself on Omega Ruby, and honestly, I think he would beat Arceus. I don't really like him, so recall would beat him with evolving sing.

Probably one of the most competitive Legendary Pokemon of all time, has great coverage, attack, and doesn't have very many weaknesses. Better than Lunala competitive-wise!

Solgaleo is the best! It's so strong and looks so awesome using its Z-Move!

Come on, Solgaleo should be in the top ten. It is way better than Metapod, you people.

Xerneas can easily crush Yveltal, as well as other previous legendaries, if you train it correctly. Even if Arceus may have the highest base stats, having better training is overall stronger.

Technically, Xerneas is the strongest legendary since he is the "Life Pokemon" and can bring anything turned into stone by Yveltal back to life.

I've beaten a team of level 100s, including a Lugia, with just Xerneas. No questions asked, this Pokemon is overpowered and stylish.

12 Thundurus Thundurus, known in Japan as Voltolos, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.
13 Kyurem Kyurem, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

This Ice/Dragon type is a part of the Unova Tao Trio. The Boundary Pokémon looks like a flying T-Rex, with elongated legs, short arms, and a massive set of icy wings. Kyurem is pretty powerful in its own right, with a 660 base stat, the Pressure ability, and some decent Ice-type moves, including Blizzard. It features nice offense with 130 Attack and Sp. Attack.

The real bread and butter is that Kyurem has two other (stronger) forms. By using a DNA splicer, players can choose to fuse Kyurem with either Reshiram or Zekrom. The end result will transform this ice-imbued dragon into White Kyurem or Black Kyurem. Each choice comes with its own unique ability, moves, and bumps Kyurem's stats up to a massive 700 base total.

Much better than Solgaleo. I mean, it's a giant bat! You have to agree with me this time.

15 Groudon Groudon, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Groudon should not be this low. I will go as far to say the same about Kyogre. In its Primal form, this Pokemon has the 3rd or 4th highest base stats in the series, racking up to an outstanding 770 total in stats, bypassing Kyurem, Arceus, Hoopa, and Ho-Oh. Along with its Primal form, it gains the type of Fire to go along with its Ground type, meaning that its weaknesses (Ice, Grass) are neutralized. Oh wait, its ability negates water attacks, meaning its only weakness is Ground.

Groudon's move pool is awesome, being able to learn moves like Earthquake, Precipice Blades, Hammer Arm, and Eruption. It can also learn a plethora of Fire type attacks, and with its Fire and Ground typing, it gets a STAB in both those categories of moves. 24th place really... This thing should at least be in the top 5.

He can beat Latias in a sec with Surf, Waterfall, and Dragon Breath. Because he is a beast and he can beat all the Ultra Beasts.

Why is Latias and Latios down here? So, you're saying that Zapdos, Articuno, and Moltres are stronger than the Eon duo? Latios and Latias should be at the top 10.

Moltres is the strongest of the legendary birds of Kanto! It is super effective against the other two birds! It is one of my favorite fire-type Pokemon.

20 Ho-Oh Ho-Oh, known in Japan as Houou, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Ho-Oh is so powerful! I think if it learns some very good moves, then it could beat anyone, even Arceus.

21 Zygarde Zygarde, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Zygarde's 100% form is stronger than Mewtwo, and its health is just amazing. I'm sure Zygarde could at least be the second strongest Pokemon after Mewtwo. I could prove it by looking up their stats.

Zygarde is the Order Pokemon and has a very unclear story. However, with its 100% form, it is true perfection, deserving at least a top 5 position.

Zygarde is so powerful it should be number 1, if not, it's definitely 2. Who puts it at number 30!

22 Kyogre Kyogre, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Problem: This list says Kyogre is not as powerful as Bidoof, Victini, Groudon, etc. The Primal form has a base stat total of 770 and is immune to fire type attacks.

People don't know what they're talking about! He should be number 1!

Come on! Give Kyogre (normal, not Primal Kyogre) a break!

I love Entei. Here's a little story. So, I was playing Project: Pokemon on ROBLOX. Back then, I hadn't even beaten the first gym, and somehow, I found an Entei out of nowhere! That's why I love Entei.

Entei is by far the strongest Pokemon, with its speed and being the strongest fire-type Pokemon.

I bet Entei can kill or faint most legendaries with Fire Blast, Flamethrower, or Eruption.

Suicune is an amazing legendary. It looks feminine and I love the way it looks. It's fierce. It's definitely part of the stronger half of the legendaries.

Suicune is the best Pokemon ever, and I rarely lose battles with it.

I think Suicune is just the best out of the beast trio.
