''Red-Haired" Shanks is a fictional character in the One Piece franchise created by Eiichiro Oda. He is the captain of Red Hair Pirates and member of Yonko. He is also a former member of the legendary Roger Pirates, the only group to successfully conquer the Grand Line. Devil fruits would no match with haki and shanks is the strongest haki user also a great swordsman who can fight against hawkeye. And he also can stop the full WOR with one word. No wonder he is the best.
He's the one who inspired Luffy to become a pirate. He also saved Luffy as a child, even though it cost him an arm.
He is only little known till now and that's all we need to know he is the strongest.

He literally has 2 Devil Fruits. Given both of them are powerful (Dark-Dark Fruit and Tremor-Tremor Fruit), I think he should be higher up the list (probably above Shanks in my opinion).

This guy is the "World's Strongest Swordsman", and titles do really matter in OP. And unlike Whitebeard, "The Worlds's Strongest Man" who was old and sick during Marineford, Mihawk is young and in his prime.
He can slice up an entire fleet of ships alone. I think that's pretty powerful.

Main protagonist of the show. Uses devil fruit exceptionally well and had very strong Haki. Destined to be the next Pirate King.

Do you realize this guy's role is a COOK, and also that he is the only one to fght without the advantage of a weapon or devil fruit? Yet he is one of the most badass fighters. Damn that is impressive as hell!

Doflamingo is better than Katakuri and Cracker. People don't understand that Luffy was eating 11 hours in the nose of Cracker and he could not do anything to Luffy when he was eating. Nami was not the big thing, she just helped Luffy not waste to much energy to defeat him. Tank man is not stronger than Bound Man, it can even move.
And Katakuri is very strong, Doflamingo can give him a good fight, I would say 50 / 50 chances to win or lose. Doflamingo was half dead with his organs blown, yet Luffy needed 2 times use Gear 4th, the same times he uses it against Katakuri and Cracker, the difference here is that Law helped damaged Doflamingo before Gear 4.
This guy is so damn powerful and is my favorite villain of all time. How can you make a guy wearing capris and a flamingo coat so badass, he's just incredible. He has all 3 forms of haki and only 7 people who are still alive have this ability. His devil fruit is also super insane.

He was the first mate of the King of the Pirates, Gol D. Roger. He held back Marco the Phoenix with a single finger. He blocked an attack from Kizaru. There are many reasons as to why Rayleigh is one of the strongest characters in the series.

Do I really need to explain? He is the second highest authority of Whitebeards crew with a pretty damn powerful devil fruit. With the aid of said devil fruit, he could block Kizaru's Yasakani no Magatama. He has been shown to have a large amount of physical strength, and durability even without his devil fruit. He could dick around with Kizaru. That takes skill. He is probably Sabo-level.

I think that the OP OP Fruit is probably one of the most powerful Devil Fruits in the series. Therefore, since Law is the current user of that fruit, I think that he's a lot more powerful than some people may think.
The only reason he's strong is because he has a very useful devil fruit handed to him. I have more respect for the non devil fruit users who got strong by training and determination.

Saw-Tooth Arlong is a sawshark fishman. He was the pirate captain of the all fishman crew, the Arlong Pirates and a former member of the Sun Pirates. He is known for being the main villain in the Arlong Arc and had the highest bounty in East Blue before being defeated by Monkey D. Luffy. He is my other favorite One Piece villain, next to Arlong. He is strong yet cowardly, which makes him kind of funny. And his Devil Fruit powers consist of gas, which can be deadly.
