Not underrated but not overrated either. He and Syndrome are my favorite Pixar villains, those 2 are the darkest.

He should be at least in the top ten. He's a great villain but doesn't get enough credit. He's a greedy and ruthless poacher and loves killing and making money. He's even merciless towards kid. But all the same he can be funny at times. How can such a loveable character be so underrated? He needs more credit.

20 Cat R. Waul (An American Tail: Fievel Goes West)

He is highly sophisticated, manipulative and devious. He has a way with words and refrained from violence unless it was in his favor. However, despite his evil nature, he has a softer side, as he was genuinely fascinated with Tanya Mousekewitz and her singing voice to the point of putting her on stage. He also planned to spare Tanya the fate of the other mice. Waul is shown to be a genius in many ways.
