I was surprised this list wasn't made.
Usually the speed of the drums or guitars, or both, gives us the impression of a fast song. But bass and vocals can contribute, too.
It's also important if the song is fast all the time (most of the time) or it has some faster sections but also slower ones.

This song was made in 2013 by 4 teens from Finland

2 The Burning of Sodom - Dark Angel

This song is also heavier than many thrash songs. Gene Hoglan, baby!

Faster than that Finnish teenage band, to be sure.

3 Rattlehead - Megadeth

Before you ask: Head Crusher is also very fast but its slow parts are longer in comparison, esp. the 2nd half. Rattlehead's slower part is much shorter.

4 Human Insecticide - Annihilator

Guitar work is insanely fast

5 Payback - Slayer

Tom Araya vox are very fast in general and it adds to the overall impression of fast music.

6 Merciless Death - Dark Angel

Dark Angel were nicknamed "the LA Caffeine Machine" for a reason

7 Raining Blood - Slayer

9 Fight Fire with Fire - Metallica

This is still the fastest Metallica song in terms of picking speed: James Hetfield played tremolo-picked riffs. Bass is also very fast.
