I mean adult male singers that are, say, older than 20 but their voices sound as if they didn't mature enough and will never sound very manly. This effect of a "boy-ish voice" is usually created by singers with high and thin voices, or singers who often use falsetto.
Hammerfall singer Joacim Cans said about the falsetto "You just have to find your "child" voice and do exercises using that voice."
Similarly to this, some singers probably find and use their pre-puberty voices even when they don't use falsetto.
And last but not least, people's voices are genetically stored as a code in the DNA.
