Screw Elsa from Frozen. This is a true ice queen we have right here. Esdeath's sadistic nature and ice-cold exterior are what makes her one of my favorite anime villains.

Juvia is so kind. In the Battle of Fairy Tail arc, she sacrificed herself for her comrade. She loves Gray a lot, but only because he was the first person to make her rain stop falling. She is also a strong water mage and her power is often underestimated because she doesn't like violence all that much.
Many people seem to just view Juvia as Gray's stalker, which is extremely untrue, as Juvia's much more than that. She is very powerful in her own right, being a former S class mage as well as the second strongest in Element Four, and she's a wonderful mage who deeply cares for her friends and guild.
I LOVE JUVIA! She's got this weird, but great personality, the fangirl type over Gray Fullbuster (She's got the hots for him), and is a water mage! She's kind, smart, fangirly, pretty, and is awesome! She gets heated up when she sees other girls talking to Gray, but I wouldn't blame her, I'd be in the same state if I've seen someone talking to my crush... I'd jump to conclusions right away... LOL! She tries her best no matter what, and the makes me love her even more! Woohoo! I totally ship you 'Gruvia'!

Nagsia is a talented and caring person who never gives up in the face of difficulties. He's amazing.
Wendy is sweet, polite, sensitive and shy but she's also extremely powerful! She's only 13 years old and she can unlock dragonforce, heal others effectively, use support magic to increase her comrades strength and so much more. She's adorable and kind but definitely not someone you want to mess around with as she secretly has a really short temper with people who hurt her guild members. Wendy is without a doubt my favourite anime character ever.
Wendy is cute and she is so strong. She has her support magic, which is extremely useful to her comrades, then she has her Dragon Slaying Magic, which is very strong. Wendy also has her healing abilities, which makes her an amazing character
Wendy is the sweetest and cutest character ever. She always wants to heal others even when she is injured herself. She also feels bad for some villains because they are suffering too.
Wendy is probably going to grow up to be stronger than most of the dragon slayers. She has healing, defensive, supportive and offensive powers people!
Bulma doesn't even need to be strong in order to be useful and badass. She's that awesome.
Bulma's brilliant! She's smart too. Definitely one of my favourite characters ever!

Levy's character has had quite some development. In the beginning, she used to hide behind her comrades in fear of getting hurt. About a hundred chapters later, her character changes fantastically. She always wants to help her comrades fight and hates being a damsel in distress.
Found you Levy! Wendy, Juvia, and Jellal are all great, but Levy's forgiveness and kindness wins my vote. She's so cute!
It's sad to see Levy this far down on the list. She definitely deserves a higher spot.

I haven't watched Neon Genesis Evangelion yet, but Rei Ayanami looks to be quite an interesting character. She is one of the many prime examples of the kuudere archetype in anime.
There's only one big disappointment in DBZ and her name is Pan. Bra-chan, on the other hand, is super adorable and will accomplish a lot as in a grown up; she's a Briefs after all.
Hopefully they'll redeem her useless, boring and flat character in DBS. DBS is another chance for Bulla, Marron and Pan prove their worthiness.
Why is this dissapointment this high? I can't believe she's Vegeta's daughter, she's way too inferior to the other members in her family.
Bulla is cute, but she's too minor to be this high. Her character is pretty insignificant.
