Killed hundreds of thousands people, overthrew the wizarding government, persecuted an entire group of people, and essentially took over the world.
How is this NOT number 1?! Seriously - Count Olaf at a higher place? I can't stand the Series of Unfortunate Events books!
Count Olaf should be at number 1! All his crimes and villainous deeds that he commits are so unique and is definitely something any other villain wouldn't do and extremely heartbreaking and evil. Putting a baby in a cage, for example, murdering people, burning down homes and other surroundings of people etc. I love his disguises and variety of plans. He's 100% my absolute favorite villain and this will always stay the same. He should be voted more!

Claude Frollo was a manipulative creepy son of A... By being so mean and wicked he could make your blood boil. He was really cruel and evil.
Even though Silver was the villain here, it was his right-hand man Hands who really stole the show!

How is Satan bad, Where God decide to be deceptive to Adam and Eve, Satan came straight out and told Adam and Eve the truth about eating from the forbidden tree. Where God told Adam that he would die if he ate from the tree, satan told Eve she would gain knowledge, which was true, sure God meant a spiritual death or that they would be dead in God's eyes so he technically wasn't lying, - germshep24

Who knows since the Bible hardly mentions him, some would even say that the Bible doesn't even mentioned such a character, but he is never mentioned of his looks the only time he is mentioned beyond him appearing as a snake, is when he is tested Jesus and when he is screwing with Job, so Satan is more of a pop culture icon that is supposed to represent everything evil, that shows up in cartoons as generic evil character, especially those that like to play with the idea of Hell and people liking to make an artistic image of what Satan could possibly look like - germshep24
I LOVE Darkie, but he is pretty bad. I mean, the soul reader showed tgat he only had a few grains of black sand left, AND he KILLED HIS FATHER!
This is probably the best children’s book villain ever. He’s really not a villain, more of just an antagonist. He wasn’t the normal “hungry for power” villain that is evil just to be evil like many on this list. He just was a dragon with ALREADY too much power. And he was young, and didn’t know how to deal with all this power. And he kept fooling himself that what he was doing was right, even though it was not. This is an amazing book series overall, with an amazing villain, the best villain I’ve ever seen in a children’s book series.
He killed his group of loyal followers on a coin toss. Also has no emotions because of brain damage before he was born. He murdered all he classmates and didn't even give a damn! Sure it was a fight to the death but he was a genius and just as easily found a way out.
I fear I will never recover from the terror this boy struck in my heart. he is satan, yet he is god. bless
Wiped out the entire civilization, terrorized the Egyptians just to proof his power, created Evil and Sin,created multiple languages just to make it harder for people to communicate out of spite, because human's would love and worship only him, required his people to kill animals for disobeying one of God's thousands of rules, psychologically tormented Abraham just to see how loyal Abraham was, Purposely let Satan torment Job just for a fun bet with the devil, Allowed his only son to be tortured by the Romans just to erase the sins of his people when God could of done this easily without the blood of his son - germshep24

Wow, THIS low? I'm not surprised, given how obscure he is, but he's deserving of a much higher placement. I'll quote the website here:

About the closest to pure evil as a fictional character can get. And people, this should be only FICTIONAL characters-keep the religious stuff out. (Especially looking at a certain troll entry...)
