The Contenders

11 Count Olaf - A Series of Unfortunate Events

Count Olaf should be at number 1! All his crimes and villainous deeds that he commits are so unique and is definitely something any other villain wouldn't do and extremely heartbreaking and evil. Putting a baby in a cage, for example, murdering people, burning down homes and other surroundings of people etc. I love his disguises and variety of plans. He's 100% my absolute favorite villain and this will always stay the same. He should be voted more!

12 Mr. Hyde - The Strange Case of Dr Jekyll and Mr Hyde
13 Mr. Sir - Holes
14 Bill Sikes - Oliver Twist
15 Claude Frollo - The Hunchback of Notre Dame

Claude Frollo was a manipulative creepy son of A... By being so mean and wicked he could make your blood boil. He was really cruel and evil.

16 Shere Khan - The Jungle Book

Even though Silver was the villain here, it was his right-hand man Hands who really stole the show!

How is she 28! She is the worst. Voldemort-I’m bad to the bone
Umbridge-I’m good
The WORST me and my friends even made up this game called kill Umbridge.

HOW is she not here ALREADY!

He is but it was also the stupid captial

26 Pennywise the Dancing Clown - It It (sometimes capitalized as IT), more commonly known as Pennywise the Dancing Clown, is the titular main antagonist of the novel, its 2017 film adaptation and the 1990 TV adaptation. It was portrayed to be a shapeshifting and malevolent entity millions (possibly billions) of years old, and with no more.
27 Satan - The Bible

HAHA you put Satan here - BananaBrain

How is Satan bad, Where God decide to be deceptive to Adam and Eve, Satan came straight out and told Adam and Eve the truth about eating from the forbidden tree. Where God told Adam that he would die if he ate from the tree, satan told Eve she would gain knowledge, which was true, sure God meant a spiritual death or that they would be dead in God's eyes so he technically wasn't lying, - germshep24

Even in parts when humans were enemies, the biggest one of all was the devil himself

Really? Who is Satan

Who knows since the Bible hardly mentions him, some would even say that the Bible doesn't even mentioned such a character, but he is never mentioned of his looks the only time he is mentioned beyond him appearing as a snake, is when he is tested Jesus and when he is screwing with Job, so Satan is more of a pop culture icon that is supposed to represent everything evil, that shows up in cartoons as generic evil character, especially those that like to play with the idea of Hell and people liking to make an artistic image of what Satan could possibly look like - germshep24

28 A - Pretty Little Liars
29 Morgoth - The Silmarillion
30 Darkstalker - Wings of Fire

I LOVE Darkie, but he is pretty bad. I mean, the soul reader showed tgat he only had a few grains of black sand left, AND he KILLED HIS FATHER!

This is probably the best children’s book villain ever. He’s really not a villain, more of just an antagonist. He wasn’t the normal “hungry for power” villain that is evil just to be evil like many on this list. He just was a dragon with ALREADY too much power. And he was young, and didn’t know how to deal with all this power. And he kept fooling himself that what he was doing was right, even though it was not. This is an amazing book series overall, with an amazing villain, the best villain I’ve ever seen in a children’s book series.

31 The Invisible Man - The Invisible Man
32 Kazuo Kiriyama - Battle Royale

He killed his group of loyal followers on a coin toss. Also has no emotions because of brain damage before he was born. He murdered all he classmates and didn't even give a damn! Sure it was a fight to the death but he was a genius and just as easily found a way out.

33 Frankenstein's Monster - Frankenstein Frankenstein's Monster often referred to as "Frankenstein" is a fictional character who first appeared in Mary Shelley's 1818 novel Frankenstein as a monster brought to life by his creator Victor Frankenstein, Frankenstein's Monster would later become a pop culture icon featured in various media with more.
34 Manny Heffley - Diary of a Wimpy Kid

I fear I will never recover from the terror this boy struck in my heart. he is satan, yet he is god. bless

35 Saruman - The Lord of The Rings Saruman the White is a fictional character and a major antagonist in J. R. R. Tolkien's fantasy novel The Lord of the Rings.
36 God - The Bible

Wiped out the entire civilization, terrorized the Egyptians just to proof his power, created Evil and Sin,created multiple languages just to make it harder for people to communicate out of spite, because human's would love and worship only him, required his people to kill animals for disobeying one of God's thousands of rules, psychologically tormented Abraham just to see how loyal Abraham was, Purposely let Satan torment Job just for a fun bet with the devil, Allowed his only son to be tortured by the Romans just to erase the sins of his people when God could of done this easily without the blood of his son - germshep24

I'm not Christian, but this list should be more careful.

37 Professor Weston - The Space Trilogy
38 Frank Heffley - Diary of a Wimpy Kid
39 Mrs. Graziano - Diary of a Wimpy Kid
40 Snow - Hunger Games
41 Evil Queen - Snow White and the Seven Dwarfs
42 White Witch - Narnia
43 Marissa Fittes - Lockwood & Co.
44 Faquarl - The Bartimaeus Trilogy
45 Fantomas - Fantomas

Wow, THIS low? I'm not surprised, given how obscure he is, but he's deserving of a much higher placement. I'll quote the website here:
"Fantomas is the Lord of Terror, the Genius of Evil...He carries out the most appalling crimes: substituting sulfuric acid in the perfume dispensers at a Parisian department store, releasing plague-infested rats on an ocean liner, or forcing a victim to watch his own execution by placing him face-up in a guillotine. Fantomas is the master of a thousand disguises and the leader of a vast army of "apaches" (street thugs). His spies and henchmen are everywhere, spreading the seeds of chaos and terror. Fantomas is anyone and no one, everywhere and nowhere, waging an implacable war against the very bourgeois society in which he moves with such ease and assurance."
Now do you really think he deserves to be below such "great" villains like A, Darkstalker, Kazuo Kiriyama, a He deserves the top ten by far, even number one. Also, one last ...more

About the closest to pure evil as a fictional character can get. And people, this should be only FICTIONAL characters-keep the religious stuff out. (Especially looking at a certain troll entry...)

46 Marisa Coulter - His Dark Materials

Absolutely deserving of the top 5

47 Lord Morgarath - Rangers Apprentice
48 The Colonel - The Black Coats

"I had a strange dream last night. I saw myself a hundred years from now, speaking to a man whose father has not yet been born but who was already wearing a gray beard, and telling him there are only two things that shall not die: God, who is GOOD, and myself, who is EVIL."
"I am Gold. I am Wealth. I am Power. You must not compare me to Kings or Emperors or anyone who lives upon the Earth. I have only two rivals: one in Heaven and the other in Hell. For only God, if God exists, and Satan, if Satan exists, can say like I do: Everything in the world is mine, for I own it ALL."
For those who don't know who this is: the Colonel is the leader of the Black Coats, an all-powerful international brotherhood of criminals. Their empire extends back over a century and has amassed large amounts of treasure in the process. The Colonel himself is a criminal mastermind, as most of the Black Coats are, but he is by far the most scheming and conniving of the entire lot. Also, it's implied he's ...more
