There has been two Zemos: the first, was a Nazi called Heinrich Zemo who faced Steve Rogers during the World War II, and the second is his son, Helmut Zemo, who's even more evil tan his father.

Brock Rumblow probably wouldn't be in this list if he hadn't killed Captain America. Before that, Crossbones was one villain mor, but since this happened, he has become a really important character in the Marvel Universe.

4 Winter Soldier James Buchanan "Bucky" Barnes is a fictional superhero appearing in American comic books published by Marvel Comics. In the Marvel Cinematic Universe, he is portrayed by Sebastian Stan.

I thought of putting Flag-Smasher in the 10 rank, but if you know something of Captain America's history, you would know why he is in this list.. Bucky Barnes was Captain America's partner during the World War II, but he was killed few days before the war finished. Or that's what we thought. Ed Burbaker revealed that Bucky wasn't dead, and bring him back as the Winter Soldier (the villain of the second Captain America's film).

But Nuke's story (a soldier during Vietnam war who couldn't find a place when the war was over), his powers, his psyche, his look and that he's a twisted versión of Captain America in all the ways makes him a formidable foe.
