The head honcho and main villain of the movie played ridiculously by Robert De Nero whose goal is brainwash the people of the United States into voting for him as president through idiotic television using his own television network RBTV (Really Bad Television).

I love Robert De Niro as Fearless Leader.

The other half of our heroes though not very bright he does come through in the end to stop Fearless Leader's evil plans.

Played by Jason Alexander during the live action segments as one half of the gruesome twosome along with Natasha who are sent to eliminate moose and squirrel but fail at every opportunity.

Played by Rene Russo during the live action segments and voiced by her original voice actress the late June Foray, she acts as Boris's right hand man though usually a lot smarter then Boris after Karen, Rocky and Bullwinkle make off with their truck she manages to get Karen thrown in jail while pretending to be her in order to hinder her progress and her mission.

FBI agent sent to stop Fearless Leader's evil plan and bring Rocky and Bullwinkle out of reruns to help her on her mission.

The movies narrator who literally narrates everything that goes on in the movie, he's voiced by Keith Scott who also voices Bullwinkle and Fearless Leader and Boris Badenov for the animated sections.

Played by Kel Mitchell who along with Lewis who just happened to come along when Rocky and Bullwinkle are left stranded on the road after Karen is arrested.

Karen's superior who tasks her with bringing Rocky and Bullwinkle out of reruns to stop Fearless Leader though he's a lot more harsher towards her demanding to see results from her.

Small cameo by Billy Crystal.
