Not all of them but maybe 2 off the list. Others could be used in the later movies.

2 Hush / Tommy Elliot

He was Bruce Wayne's best friend growing up and born into a wealthy family. His drunken dad would beat him and his frail mother would never stop him and take the beatings herself. He cut the brakes on the car once and caused his father to die in the crash, but his mother was saved by a life saving surgery by Thomas Wayne, Bruce's father. Tommy blames his mother and Bruce for his violent outbursts and begins to travel around the world being trained in Martial Arts, much like Bruce did. He then assumes the identity Hush.

3 Ra's al Ghul Ra's al Ghul is a fictional supervillain appearing in American comic books published by DC Comics, commonly as an adversary of the superhero Batman.

To the person that claimed Ra's Al Ghul trained Bruce... He didn't. He did in Batman Begins, but that's it. It had been stated that Bruce was trained primarily by 5 masters, however only one is named, Henri Ducard. Which is why Liam Neeson's character claimed to be Henri Ducard at the beginning of Batman Begins, because he was training Bruce. Later, he reveals he is really Ra's, when he then takes on the villain role. Henri and Ra's are two entirely different characters in the comics. Only Batman Begins has Ra's be Bruce's master.

4 Nightwing Dick Grayson is a fictional superhero appearing in American comic books published by DC Comics, commonly in association with Batman.

This would be awesome.

6 Two-Face Two-Face/Harvey Dent is a fictional villain from DC Comics. Harvey Dent was one of Gotham's most trusted citizens until he had acid poured on his face making him go insane and become a criminal by the name Two-Face. In film, he has been portrayed by Billy Dee Williams in Batman, Tommy Lee Jones in Batman Forever and Aaron Eckhart in The Dark Knight.

Needed bigger screen time as two face on dark knight.

Harley is my favorite of course! She really needs to be in the next movie. Maybe alongside Joker or maybe with Ivy And Catwoman, that would be so cool!

She could come back trying to seek revenge for her one true love: the Joker.
