Coming from a resident of Chicago this is true. Although it's not the coldest place, temperatures in winter can often be brutally cold, ranging from below 20s to below 0 degrees. by the way one time in January of 2019, the temperatures were below -20 degrees Fahrenheit with wind chills that made it feel like -40 (albeit that was one time). Even as late as March temperatures can sometimes be in the 30s or 20s.
