For all y'all who think Bart is badder than Cartman, watch the season finale that says Family Guy has dolphins make up the plot line. Cartman meets Bart, and he's like, What's the worst thing you've ever done? Bart's like, One time I slingshotted the teacher, and Cartman said all this stuff. I don't remember it all, but one was ending a whole race of lobsters. Then, at the end, Bart is just like, Dude, and he runs away or something.

Eric Cartman is the most controversial character here. Bart Simpson isn't controversial at all. Dora the Explorer isn't controversial either. Do you even know the definition of controversial? Cartman has been a second Hitler in one episode. That's the most controversial I can think of.

2 Bart Simpson (The Simpsons) Bartholomew JoJo "Bart" Simpson is the oldest child, and the only son, in the 1987 show The Simpsons. He was created by Matt Groening. His hobbies are pranking people including Lisa Simpson and Homer Simpson.

Bart Simpson is controversial, considering he's always breaking the rules and the law: he sawed off the head of a statue, he destroyed Willie's shack, and was even sent to juvenile hall.

Bart isn't controversial. Homer is the controversial one.

3 Jessica Rabbit (Who Framed Roger Rabbit) Jessica Rabbit is a fictional character in Who Censored Roger Rabbit? and its loose film adaptation, Who Framed Roger Rabbit.

She is the most controversial and one of the most sexist characters in cartoons, and even really very pornographic.

4 Peter Griffin (Family Guy) Peter Griffin is the main protagonist and titular character of the American animated sitcom Family Guy.

Almost everything Peter Griffin says or does is offensive.

5 George Liquor (Ren & Stimpy)

I think he only got controversy through his last name. Otherwise, he's basically as controversial as the show itself.

Porygon does not deserve the controversy he gets. It's actually Pikachu that caused over 600 people to be hospitalized.

I don't think he's a character anymore because of racism and stereotypes.

I like Apu, and that makes sense because Apu is racist.

A lot of people would say Tom and Jerry aren't controversial. I disagree. During the 1930s, a lot of the antics by the characters featured racial stereotypes. For instance, after explosions, the characters' faces would often resemble stereotypical Blacks with large lips.

Honestly, those cartoons are long banned.

25 Carim Gracia (Magical Girl Lyrical Nanoha StrikerS)

Controversial due to being basically the closest thing the Lyrical Nanoha universe has to the Pope, being similar to a Christian nun/priest, and being portrayed in a positive light, which I imagine must have gotten this season banned in some countries.
