He is always beside his master and emperor, Lord Frieza, following his orders and carrying out his dirty work alongside his comrade, Dodoria. Zarbon is responsible for advising Frieza on numerous matters, including the elimination of the Saiyan race. Zarbon remains loyal to Frieza throughout the entire story arc, executing young Namekian children and elderly, collecting the Namekian Dragon Balls, and in general, offering his efforts to increase Frieza's reign in the galactic planet trade. As an elite military General or just plain knockout by design, Zarbon not only propelled much of the story of Dragon Ball by causing the Saiyan Genocide alongside Frieza, he did with a style and grandeur that lasted until the end of the Frieza Saga.
Zarbon was the one member of Frieza's forces who had the most accomplishments and major role, but he is underrated due to the more powerful villains who appear later in the series; but in hindsight, Zarbon deserves way more credit.
Aside from the fact that Zarbon serves Frieza with utmost loyalty, he's also one of the most brutal tacticians and military commanders in the entire universe.

Cui is Frieza's third most powerful elite commander and carried out his orders for years. The episode where he first appeared showcased his battalion pillaging an entire civilization and he was seen as a deadly silhouette as the leader of the assault.
Cui was an amazing plot device character; he revealed to Vegeta that Frieza was already on Namek and followed him to the planet to execute Vegeta once and for all after Frieza gave the order to eliminate Vegeta for his betrayal.
Third highest ranking commander in Frieza's army, directly under Zarbon and Dodoria and leads squadrons to conquer planets under Frieza's reign.
