Finland, officially the Republic of Finland, is a sovereign state in Europe. It has a capital of Helsinki and got independence from the Soviet Union after WWI.
How is USA in the top three? Their system sucks! It is so easy to corrupt, and they don't prepare you for life, they prepare you for a stupid test! Finland does a better job at preparing you for life. They also don't cram the work. The US schools feel like you are in prison, but not Finland. I'm trying to go to college over here.
A really good educational system. I study here and learned a lot, and teaching techniques are really good.

Compared to the Four Economic Tigers, I'd say Japan's education system is more relaxed in that it allows for a nifty balance of both work and play. Mainly work, but they manage to incorporate exciting, interactive lessons in their classrooms.

While China has some of the lowest university admission rates per capita, they still churn out some fine individuals with a comprehensive understanding of many subjects (mainly math and science). Their gaokao, while subjecting students to extensive stress, is a testament to the dedication and persistence Chinese collegers have.
