Despite having a neutral military, Switzerland has completely fortified the only two ways to get in: Mountain passes (Armed with high explosives that can easily eliminate that option), and flying through the Swizz Alps (garrisoned old forts to take down any plain in sight)making it impossible to invade.

The Swiss have one of the best armies on this list, and Swiss soldiers were traded across of the world.

Belgium was able to hold off Germany's invasion in WW2 for 18 DAYS while the Netherlands surrendered in 5 days and France surrendered in 6 weeks. For a tiny country with a small military, this is an amazing feat. If Belgium isn't one of the best underdog militaries, I don't know what is.
