I actually managed to finally finish this boss and the quest for it after finally researching that in order to complete my Browser, I had to capture all 6 Dusclops for a Dusknoir to appear and access the final quest. While it was surprisingly easy for me to take it down since I had all 6 Dusclops and a Dusknoir to assist me and prevent it from attacking, the huge sprite size and the rapid movements of Lugia troubled me quite a bit. Imagine what it would be like if I had to put up with more of Lugia's water-based attacks...
