Top Doctor Who Writers Since 2005
Honestly, I am disgusted that Moffat is number 1. The show has been in decline ever since he took over. He consistently disrespects the history of the show by messing with the continuity and his characters are generally much less interesting than Russell's. If he stays for much longer the show is doomed.
Sure Moffat wrote the Empty Child, Blink and Silence in the Library, but these day, his stories are either boring or just unwatchable.

His popularity as showrunner may be declining, but any time I was really impressed by an episode it would usually be one of his.
Russell T Davies was a much better writer and showrunner than Moffat. His stories were more emotional and generally more coherent.
