1 Rayquaza Rayquaza Rayquaza is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise. It lives in the ozone layer, and frequently stops battles with Kyogre and Groudon, two other Legendaries.

He helps stop battles between Groudon and Kyogre and he protects the Earth from any threats within the domain of the ozone layer. I don't see how he's evil. Plus, he only misunderstood Deoxys in the Destiny Deoxys movie. - ModernSpongeBobSucks

HE KILLS MANAPHY! - mewtwo1

7 Kyogre Kyogre

Not really evil. It's just the nature of Groudon and Kyogre that has them duking out over land and sea respectively whenever they come into contact with each other. Thank Arceus for Rayquaza stepping in at every feud between them. - ModernSpongeBobSucks
