1 Rayquaza Rayquaza (pronounced "ray-quay-zah") is a Dragon/Flying type Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise. It serves as the mascot in the game Pokémon Emerald. Rayquaza can mega evolve into Mega Rayquaza provided that it does not have a Z-Crystal and it knows the move "Dragon Ascent". According to the Pokédex, it lives in the ozone layer, and frequently stops battles with Kyogre and Groudon, two other Legendaries.

He helps stop battles between Groudon and Kyogre and he protects the Earth from any threats within the domain of the ozone layer. I don't see how he's evil. Plus, he only misunderstood Deoxys in the Destiny Deoxys movie.

Ok. How in the world is Rayquaza evil? He has saved the world countless times by stopping Groudon and Kyogre, and defeating an evil space alien. Also he helped battle against Hoopa in that movie that was pure trash.

2 Nihilego Nihilego is a dual-type Rock/Poison Pokémon introduced in Generation VII. It is not known to evolve into or from any other Pokémon. It is one of the Ultra Beasts and is known by code name UB-01 Symbiont.

Didn't a official quiz about legendary pokemon confirmed that ultra beast aren't legendaries?

3 Arceus Arceus is a legendary Pokémon from the Pokémon series. It first appeared in the 18th Pokémon movie alongside other Legendary Pokémon. In the Pokémon universe, Arceus is widely known as "The Original One", as it's believed to be the creator of the entire pokemon universe. According to mythology, Arceus is said to emerge from an egg that existed before the universe.

The poor Arceus had to endure betrayal and abuse in The Jewel of Life...

4 Darkrai Darkrai, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

His only heroic role was in Rise of Darkrai. In other games, he's given a more antagonistic role in Explorers of Time, Darkness and Sky and PokePark 2.

5 Zygarde Zygarde, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Ah, come on. He didn't do anything wrong. Poor trio mediator had to be demoted to extra and was never given a proper game treatment. Plus, he was only being used in the wrong hands by Team Flare in the XYZ anime.

He is dragon/ground steals zekrom's place in the game called "pokemon X and Y"

6 Phione Phione, known in Japan as Phione, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise.

It's only an inferior breed of Manaphy that you get when breeding Manaphy with Ditto. Then again, THAT would be what makes it evil, if you know what I mean.

8 Xerneas Xerneas is a fictional creature in the Pokemon Franchise. Introduced in Gen 6, it is a legendary Fairy type Pokemon, and the mascot of Pokemon X. Classified as the Life Pokemon, Xerneas has the ability to give eternal life, which occurs when the horns on its head shine in seven lights. When its life comes to an end, it releases all of its life energy to every living thing nearby before transforming into a tree to sleep for 1,000 years. Its signature move, Geomancy, takes a turn to charge, but raises its Special Attack, Special Defense, and Speed. A popular moveset is a Geomancy set with Power Herb as the holding item.

He's the Life Pokemon. No way is he evil.

9 Kyogre Kyogre, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Not really evil. It's just the nature of Groudon and Kyogre that has them duking out over land and sea respectively whenever they come into contact with each other. Thank Arceus for Rayquaza stepping in at every feud between them.

10 Guzzlord Guzzlord is a dual-type Dark/Dragon Pokémon introduced in Generation VII. It is not known to evolve into or from any other Pokémon. It is one of the Ultra Beasts and is known by the code name UB-05 Glutton.

It literally ate one of Nanu's subordinates in one of his missions... And left no traces, if I may add...

This thing is more evil than Nihilego. At least the jellyfish didn't kill much thingsm
