Uhm maybe not truly fast, but he can slow down people's perception of time, which I have to admit, is pretty cool because then he is just too fast for anyone.
Jet's magic is speed so he can use it for long everyone else on this list have fast short burst like laxus can move quickly for less then a second and jellal has to use meteor the thing is that jet will still keep up with them also sawyer slows time in a certain area he isn't fast

Wendy in dragon mode is most likely the fastest character in FT. She moved so fast that Ezel couldn't see her!
