Minato Namikaze is second on the list. Why? Even though he sports one of the fastest, probably the fastest teleportation jutsu ever created, Naruto, his son is faster because of his Bijuu form. In the first form, he was fast enough to dodge the raikage, who's Lightning Armour is second only to the Yellow Flash. Then, he was compared to the Yellow Flash. Okay realize Gai doesn't take off his leg weights, when lee took them off he was unbelievably fast, guy I think it fastest and strongest ninja. Think now Gai takes of his weights which probably weight more than lee, opens the 7th gate he can liter destroy anything. With leg weights on he runs train against anything be it Kisame, Obito, or Madara he put great blows on them all.M+22
Just in case any of you haven't been keeping up with the manga. After Gai opened the eighth gate, he was far faster then Madara who at this point in the series is sage of six paths mode, Naruto, Minato, rock lee, and every other person on this list including Minato. And even the first Hokage said that Gai with the eighth gate open is faster than anything he has ever seen.M+7
