Simply just known as penguins according to the Mario Wiki, they first appeared in Super Mario 64 with one of them a mother penguin needing Mario to find its lost baby, with another who Mario races in the cabin in Cool Cool Mountain and another appears in Snowman Land as a means to help Mario get across the giant snowman from blowing him off the bridge in front of him, they later would go on to appear in several Mario games.
