Sure, there's good old southern hospitality, but I'm surprised the "Aloha State" isn't on many lists. Hawaii is home to warm, friendly people, and if you look beyond the giant tourist industry, the locals are among the most welcoming people in the world.
Eh, Hawaii's more of a wildcard, well at least where I live in, Oahu. Some locals will treat the tourists with disdain, while others will look as presentable as they can for the tourists. The rude toward Honolulu locals and Westerners part is Leeward Oahu, they could also attack at any moment. Big Island is friendlier than Oahu, and Maui too likely.
Lovely, live-and-let-live folks outside the bigger cities. People look out for one another here, but aren't nosy or meddlesome. Tucson is backward, insular, anti-growth and stuck in the past. Phoenix is big and can feel impersonal, but the suburbs are nice.
This is the hospitality state! Should be the first one! Such friendly people and everyone knows everybody.

This state has very rude unfriendly people in the large cities, which are very depressed economically, but friendlier people in the eastern half which is more rural. - alg2468
People here are very judgmental! Seems like everyone is in a rush, and many people are pretty self centered. There are decent people though too.
A lot of miserable angry people who let it out when they drive.
You have mean and nice people in Rhode Island - it depends on who you meet and where. It has a bad reputation because it's a small state. The media does not stress it's natural beauty and focuses on its corrupt politics. Generally people in the smaller cities and rural areas are friendlier than in the large cities, and if you are friendly and say hello most do respond kindly. This state does not deserve to be ranked as 49th; it should be about average.
Probably the rudest people of all. Rhode Islanders are proud to be arrogant.
I was born and raised in Hoboken, NJ, right across the Hudson River from Manhattan. A ten minute trip by subway to NYC and an even quicker ferry ride. Lived there 50 years. We definitely deserve to be last. I struggled my whole life by being a nice kind person in a state that has made being mean, aggressive, and exceptionally rude into an art form. We avoid eye contact at all costs. People here literally will hate or distrust you if you show any human decency. My many years of always "doing the right thing" have only resulted in being shunned, mistreated, and collectively being ripped off and being taken advantage of. It's even completely affected every member of my own family. Look at our last Governor, the former "bully in chief". I'm a highly intelligent perceptive man, so please trust me when I say the people of New Jersey take great pride in being as mean and as cruel to others for no reason as possible.
