He is a completely obvious caricature of "Asian" American people, he jumps like Mario while yelling "YAHOO" at the top of his lungs and transforms himself into Elvis Presley during fights, nearly all of his theme songs have "I am a lame clown" written all over themselves, he quite-frequently cries so much that giant waterfalls of tears appear on his face, he is so much of a pathetic "horse's butt" that the back of his head quite-literally looks like a horse's butt, his main talent is having a "powerful" taunting style, his ego is so big that he thinks that he is too amazing for the PLANET that he lives on to be able to support the weight of his "awesomeness", one of his victory taunts is "My DAD could have beaten you in that fight, and he's DEAD!", and in Super/Ultra Street Fighter 4, he even makes an infomercial in which he brags about how powerful he thinks that his tree-trimming shears are and then somehow forgets to mention the address of the dojo that said infomercial is about

2 Skullomania

Even if you ignore how goofy and pathetic he is and how utterly stupid his costume looks AND is, this guy's backstory is absolutely ridiculous and has "I am a cartoon character" written all over itself; one day, he got bored with being an incredibly lame salesman, so he became an even-more-incredibly lame superhero who looks like a cheaply made knock-off of Undertale's Papyrus

3 Necro

His movement animations are INCREDIBLY over-the-top and involve him stretching and bending himself in numerous completely absurd-looking ways, he is a literal clown whose girlfriend looks like Harley Quinn, his two main victory taunts are him opera-singing like an idiot and him yelling "OUTTA MY WAY" at his opponents, and he even has a computer-containing brain; also, Third Strike's version of him screams like a little girl whenever he gets knocked out and generally has a comically high-pitched voice that sounds like the voice of a Nicktoons character

4 F.A.N.G.

He is an absolutely MASSIVE Card-Carrying Villain / Asian Jerk who looks utterly ridiculous, is entirely too flamboyant for his own good, and has a fighting style whose main gimmick is him taking the phrase "I've got tricks up my sleeves" in THE most literal way that has existed in the Street Fighter universe so far

5 Dudley

He is so stereotypically British that he wears "gentleman suits" during street fights, has his own version of Batman's butler, constantly shows off how beautiful his flower garden is whenever he isn't fighting, and even drinks tea from dainty little tea cups while wearing his boxing gloves

The way in which this nutcase introduces himself to his opponents during fights in Third Strike basically tells you everything that you need to know about him; he "magically" rips his highly expensive-looking clothes into pieces in order to reveal his absurdly muscular and beautiful body while yelling "GET READY TO DIE" in an extremely stereotypical "villain voice" and becoming a buff, black(?) and evil version of Captain Underpants in the process

14 Zangief Zangief, often called the Red Cyclone, is a character in Capcom's Street Fighter series. Considered to be the first fighting game character whose moveset is centered on grappling, he made his first appearance in Street Fighter II: The World Warrior in 1991.

He looks and acts SO stereotypically Russian that he almost makes Team Fortress 2's Heavy Weapons Guy look stereotypically French at times, his signature costume is red and yellow like the USSR Flag, and he even Cossack Dances with Mikhail Gorbachev in his Street Fighter 2 ending
