NOTE: As far as the actual top 10 portion of the list is concerned, Spongebob doesn't count due to primarily being a 2000s show and also absolutely REEKING of the 2000s in quite nearly every possible way that one could imagine

The Top Ten

1 John Kricfalusi's Ren & Stimpy (Seasons 1-2)

Not exactly a BAD show, per se (although the Games R&S and the Adult Party Cartoon most certainly DID fit that description in my opinion, mind you), but downright INFURIATINGLY overglorified by both critics and general Nickelodeon fans alike to the point where I literally never even want to LOOK at it, let alone watch it, again

Not to mention that it also created that one particularly infamous stigma (most notably amongst pretentious art snobs like quite a few of the Entertainment Weekly reviewers at the time) where literally every cartoon that even DARED to feature the slightest amount of R&S's "signature" edgy surrealism and gross-out humor (COUGH, Rocko's Modern Life and Courage The Cowardly Dog for example, COUGH) was automatically labeled as a soul-less R&S ripoff that was made for the sole purpose of leeching money and fame off of R&S's overall extremely undeserved cultural success (ESPECIALLY untrue with Rocko, which not only wiped its absolute ARSE with R&S in terms of ...more - xandermartin98

2 Dragon Ball Z

Great show but extremely generic anime, enough said

3 Space Jam

As much as I do respect Michael Jordan and Looney Tunes, seeing the two of them together on the same screen is undoubtedly one of THE most irredeemably stupid and nonsensical concepts I've ever seen for a film (not to mention a bad ripoff of the previous Warner Bros film Who Framed Roger Rabbit) and I honestly can't believe that it's actually going to be done AGAIN with LeBron James (who, to be honest, probably isn't even nearly as good as Kevin Durant, just to name one other player in the current professional basketball leagues)

4 Batman: The Animated Series

Has a pretty similar hype problem to that of The Dark Knight to be honest with you; it IS indeed an extremely god-tier show overall as far as cliched, ridiculously plot-armored superhero schlock is concerned, but its fans borderline-fetishistically exalt it to the point where they seriously make it seem as if the damned show is literally the ONLY superhero cartoon in existence (quite frankly, Superman: The Animated Series and Avengers: Earth's Mightiest Heroes were both quite nearly EVERY BIT as good as this show but are absolutely NEVER talked about at ALL by comparison) - xandermartin98

5 Beavis & Butt-Head

Falls into roughly the same camp as Ren & Stimpy overall; has a shockingly great (not to mention UNDER-rated) movie adaptation but is a good-yet-extremely-forgettable show that culturally overshadowed vastly better cartoons from extremely similar genres (like Daria and the aforementioned Rocko, for instance) - xandermartin98

6 Golden-Age Simpsons

You only move twice, Rosebud and Two cars in every garage but three eyes on every fish are all AWFUL episodes in my opinion! I've seen better ones in recent series!
Oh, and, for the record, I'm a Simpsons Megafan!

The show went downhill after season eight, which was 1996-1997.

Honestly, this era of the show debatably didn't even last all the way THROUGH the 90s,

7 Courage the Cowardly Dog

Unpopular opinion, I'm well aware, but honestly, most of this show is just plain lame in retrospect. It really only has one character with even the SLIGHTEST lick of actual development or depth (the titular one, obviously), the actually scary portion of the show (arguably even by kids' show standards, in fact) makes up maybe about 10 percent of its overall length (and even then, that's still being EXTREMELY generous), and much like Rocko and R&S (only ironically to an even MORE outrageously extreme extent), it also borderline-narcissistically treats itself as being this amazingly profound and nuanced work of art that it is actually almost the EXACT opposite of in reality (also very much like Rocko and R&S, the show is basically just a modernized version of Looney Tunes) - xandermartin98

8 Rugrats Rugrats Rugrats is an American animated television series created by Arlene Klasky, Gábor Csupó and Paul Germain for Nickelodeon.
9 South Park

The show is mostly an average satire at best, and the portion of it that actually WAS released in the 1990s (Seasons 1-3) was absolutely terrible in my opinion; in stark contrast to many other cartoons that get the type of ridiculous praise that it does, however, South Park actually hit its STRIDE at Season 4 rather than just shamelessly jumping the shark (speaking of which) - xandermartin98

South Park is entertaining, but it relies to much on strawman arguments against people and beliefs the creators hate or disagree with. It has also come down on the wrong side of many issues, such as supporting climate change denial and opposing embryonic stem cell research.

11 Rocko's Modern Life

Again, great show but also one that clearly thinks it is WAY smarter and ESPECIALLY more mature than it actually is in reality (perhaps not a RIPOFF of R&S, per se, but definitely not as unique or original of a show either, despite how blatantly superior its overall quality is due to its focus being more on actual SUBSTANCE as opposed to just mindless style)
Also, it very clearly shares many of the exact same problems that Spongebob and Family Guy get criticized for (being loaded with obnoxiously forced and overused memes, being cripplingly over-reliant on T.V. Trope parodies and pop culture references for its humor, being borderline-insufferably mean-spirited and generally pretentious, MASSIVELY jumping the shark at Season 4, et cetera), yet these problems often get completely glossed over by its fans - xandermartin98
