1 Mew Mew is a Psychic-type Mythical Pokémon created by Nintendo's and Game Freak's Pokémon media franchise. Designed by Satoshi Tajiri, it was introduced in Pokémon Red and Blue. Mew is capable of learning every move in the games (except signature moves of certain Pokémon), and can shapeshift into other Pokémon species.

I don't really see why there are any legendaries on this list since we are practically served legendaries on a plate by the game. I don't even look for them until my team is over level 90 because I believe using them in your party is cheating. Mew can only be obtained through cheats.

I can see why they made Mew extremely rare. If we could get a Mew in the wild, Pokemon would be about the easiest game to finish. I know Mewcan learn any move but I still don't know how that beats a Pokemon that can be any type.

A legit mew is the hardest Pokemon to get... Hands down. Mew glitch mew doesn't count

Mew is rare because he is precious and pure and so is arceus but why isn't ho-oh not on this he should be 3rd.

2 Arceus Arceus is a legendary Pokémon from the Pokémon series. It first appeared in the 18th Pokémon movie alongside other Legendary Pokémon. In the Pokémon universe, Arceus is widely known as "The Original One", as it's believed to be the creator of the entire pokemon universe. According to mythology, Arceus is said to emerge from an egg that existed before the universe.

I'm pretty sure that Arceus is the hardest to find. Is there even any way to still get him? Because I want one! Also by the way Mew is very easy to find. There is a very easy to perform mew glitch as well as mew being the number one most released Pokemon by special event. He was very infamous in gen 1, but he is quite common nowadays.

I believe that Arceus is the most rare Pokemon because you can not get it usually in any game except for Pokemon Conquest but that was a bad game anyway and you only get to battle with it once.

It is the rarest because in the game Project:Pokemon in ROBLOX, to get Arceus, you need the Champion Badge (you have to beat e4 and Gary), and be an admin of the game.

You just use cheat codes but in light platinum (hack version) its easy to catch by using timer ball...

3 Feebas Feebas, known in Japan as Hinbass, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Most of these are Event exclusives, so it would make sense, but those are EVENT EXCLUSIVES! If we are talking regular Pokemon, then it is Feebas that takes the cake. For Legendary Pokemon, you can just go the the event. But for Feebas, Oh man... In RSE, they only appear at Route 119, and they are in 6 RANDOM Fishing spots. They also change whenever the trendy phrase in Dewford changes. And, they have a 50% chance of spawning, and you never know what the tiles are, so you need to fish every spot in it several times. Now, we are in D/P/Pt, and it's even harder to find! Now, in Mt. Coronet, they have 4 tiles, and they change every day, so it's real hard. And they again have 50% chance. Now do you see how rare it is in these games?

Yes, Feebas is the most annoying Pokemon to find. When I played Emerald I find out that you can catch it like a year later and it take me a lot of time to find. And the worst part is that it's a horrible Pokemon! Unless you evolve it of course, but the evolution of Feebas is another annoying part. Legendaries doesn't count.

Anyone who has ever had a Milotic knows how worth it it is to find this elusive and ugly fish. In the Emerald/Ruby/Sapphire games they were only on 2/600something toles on one river. This is a legitimately difficult pokemon to get.

This useless fish is so tedious to find and has some of the worst stats and moves on any Pokemon. The only thing it rivals is Maagikarp, but it's more annoying because if you want Milotic, it's impossible to find, unlike the abundant Magikarp.

4 Eevee Eevee, known in Japan as Eievui, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise first introduced in the games Pokemon Red and Blue. Considered as the evolution Pokemon, it has the most evolutions out of all Pokemon species. Eevee can evolve to Vaporeon, Jolteon, Flareon, Espeon, Umbreon, Leafeon, Glaceon, and Sylveon depending on the method used. It serves as the mascot in the game Pokemon: Let's Go, Eevee!

In many Pokemon games you are given an Eevee egg. Then you can breed them with Dittos for infinite Eevee's so, its not that hard to find.

5 Celebi Celebi, known in Japan as the same name, is a Mythical Pokémon species in Nintendo and Game Freak's Pokémon franchise.

Celebi is a Pokemon that I still can't find out about. People say that you can find it in certain places of different games but I have done everything to get one and I can't. I can get one using my hack but that causes bad eggs.

I have always wanted one for my grovyle... Ha Mystery dungeon lol sorry... anyway it sucks because it's adorable and powerful which I love, bit none of my games have it

Very rare legendary. Two of the games I have are remakes. Celebi isn't available in Sword and Shield, which is the only non-remake game I have.

From all the pokemon here, celebi is the only pokemon that I still didn't know where to find it. Even in pokemon hack I couldn't find him

That Pokemon is pretty much the easiest to find in Pokemon black 2

There are so many videos on YouTube that show you how to get a Darkrai but almost all of them are videos that they edited. One shows you that you can get a Darkrai but it involves walking millions of steps into complete black. I am pretty sure that you don't have to waist about 2 hours of your Tim doing that

You can walk those steps to get darkrai but you cannot transfer that darkrai to black/white

It was created by Dr. Fuji using gene splicing in an attempt to clone Mew. In the Pokémon games, it's infamously known as the most powerful Pokémon among all species. Mewtwo is capable of evolving into two forms - Mega Mewtwo X (using Mewtonite X) and Mega Mewtwo Y (using Mewtonite Y)

Mewtwo I do not find as rare because you can find it in a couple games just like that. You can easily find it in X and Y and its easy to get it in Heart Gold and Soul Silver.

12 Volcanion Volcanion, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

It is only available through hacks and only a few people have them, it has not been revealed in any events so far and is unobtainable without a power save or something.

This is only available from hacks and an obscure Japanease event (yet). It will soon be much more common, but at the moment, it's the rarest Pokemon in existance.

I think that Volcanion is the hardest to get, since I can't catch one. I don't even think it's possible.

In Gen 1 you can only get Tauros through the safari zone in one specific area of the Safrai zone unlike Chansey who can be found in Ceurlan Cave. In Gen 2 it was easier to catch. However in Gen 3 you have to go through the Safari Zone and catch it agian. Gen 4 onward it is now easy to catch
