It serves as the master of the legendary birds trio, and is part of the tower tuo along with Ho-Oh. How is SUICUNE and CELEBI rated higher than LUGIA? Have you even LOOKED at their STATS?!

Celebi is the best and cutest mythical Pokemon, period. It also was the star of the best Pokemon movie, Pokemon forever.
As I said in my list of Legendary and Mythical Pokémon from the Sinnoh region I made a mistake putting Celebi on that list. Sorry abour that.

Ho-Oh, known in Japan as Houou, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise. It created the legendary beasts. How come it gets a lower ranking than them. It is a bit underrated (it clearly is better than lugia). With powerful moves like ancient power and sacred fire it should be at the top of this list.
Ho-oh is way better than Lugia. A bird that can reverse death or another psychic legendary who is not a water type
