17 ManBat
18 Bane Bane is a fictional supervillain appearing in American comic books published by DC Comics, commonly as an adversary of the superhero Batman.

Bane is an awesome villain though he is bent on revenge he is not just a raging monster like Hulk. He is the perfect combination of brains and brawn though when he gets injected with the venom serum he does lose some brain power power lol. Plus what other villain accomplished their goal in one universe he killed Batman.
PS. I am not counting Thanos in every universe that I know of us has accomplished his goal.

19 Harry Potter
20 Cyborg
21 Lex Luthor Alexander "Lex" Luthor is a fictional supervillain appearing in American comic books published by DC Comics.
