The Netherlands was the very first country to legalize gay marriage. And who put Saudi Arabia on the list? It shouldn't even deserve a spot on the list.

It's probably more progressive than the United States, which is seen as backwards. Rural Canada is likely more conservative. Your best bet is to go to Vancouver, Montreal, and Toronto.
Even though the Netherlands legalized gay marriage first, I think Canada is equally accepting of LGBTQ+ people.

Fairly progressive country. It has an awful history. Berlin, Munich, and Cologne are big cities with good LGBT scenes. Look at the bigger cities. The countryside is conservative and resistant to change.
