Razgriz577 This list blows serious chodes; I mean come on Vladimir Makarov has nothing on Raul Menendez. While Makarov ultimately failed to conquer Europe as well as lead the whole of the Russian military to its destruction Menendez seized control of both the entire US and Chinese automated drone armadas as well as used them to bring both superpowers to their knees. While Makarov fails to acquire the nuclear launch codes from Russian President Boris Vorchevsky and is sent running with his tail between his legs like a little bitch to the Hotel Oasis in the United Arabian Emirates Menendez annihilates the drone fleets of both China and the United States (after razing the entirety of the First World to the ground with them) leaving them both defenseless as well as initiates an all-out global revolution that can, note I said can, destroy the First World Empire once and for all and set the 99% free. While Makarov is a p****y who fears death like elephants fear mice Menendez fully embraces his death with no regrets. While Makarov supplies his forces with weapons and equipment from the Stone Age Menendez decks his private army out with the most and latest state-of-the-art military hardware (and he obviously isn't cheap like that miser Makarov) as well as gives them the ability to engage in a full-scale war with the most powerful nations on Earth without having to hide behind another nation's military force (like that c*** named Vladimir Makarov had to do). While Makarov is utterly defeated regardless of his or the player's actions Menendez has a good chance of success. Vladimir Makarov was a disgraceful failure that had to be a p****y and manipulate both the Russian Federation and the United States of America to a global war via the Zakhaev International Airport Massacre (such a tough guy killing unarmed civilians, rent-a-cop security guards and low-grade FSB troops). He kicked off the Russo-American War but was defeated whenever Price launched that ICBM to the Eastern Seaboard of the US. The Russian Army limped home in defeat. He would then start World War III by launching the chemical attacks on Europe as well as deploying the full might of the Russian War Machine to consolidate and invade the continent. Even though two-thirds of Europe fell to Russian forces, Makarov's entire plan relied solely on President Vorchevsky giving him the codes to Russia's nuclear arsenal. Without the immense Russian nuclear weapons program, the entire invasion (and all of his plans with it) would have been for nothing. Within only a few days NATO and US forces counter-attacked and reclaimed much of Europe, advancing as far as Berlin, Germany. At least half of the Russian military was obliterated in the process with casualties still soaring. On top of that, Makarov lost all of his foreign contacts as well as (possibly) three-fourths of his Inner Circle organization. Even though he did kill Soap (the bastard) Price and Yuri survived long enough to help foil what remained of Makarov's plots (most notably by rescuing Boris and Alena Vorchevsky at the cost of Delta Force Team Metal as well as ending World War III) Makarov, having lost everything, used what he had left to find safe haven at the Hotel Oasis for both himself and the remnants of the Inner Circle. He was eventually killed by Price, at the cost of Yuri, and his legacy was ended. Menendez builds up the god-like Menendez Cartel after the death of fathe Jose Luiz Menendez at the hands of the CIA as well as begins funding and arming anti-Western governments, organizations and rebellions across the globe (with the help of Lev Kravchenko of course). He has it all, but the one thing he loved more than anything else was his younger sister Josefina Menendez (who was crippled by a fire). Then one day the Panamanian Defense Forces and CIA show up, slaughter his cartel and the local civilians and murder his sister (on accident). He is presumably killed but is in fact in league with Manuel Noriega, dictator of Panama and leader of the PDF. During the invasion of Panama by United States forces, he uses is seemingly infinite moles in the CIA to abduct both Jason Hudson and David Mason, son of Alex Mason, as well as manipulates Frank Woods and Mason to their doom. He permanently cripples Woods as well as kills Hudson and (possibly) Mason. Menendez would then go underground, found Cordis Die and construct a military force capable of challenging the might of the First World Empire. With over 2 billion followers and counting, Cordis Die had achieved the means to destroy the 1%. And with Raul Menendez leading them, how could they lose? He would then use his immense wealth to construct top-secret bases consisting of the most advanced technologies known to man and equip his forces with the best military-grade weapons and equipment in the world. Menendez would also hire Chloe "Karma" Lynch to create an all-new rare-earth element known as Celerium and Erik Breighner to produce it in a shorter variant. Menendez would then acquire even more contacts in the militaries and governments of both China and the United States as well as within numerous other Third-World nations. Menendez, having everything needed to pull off his war with the First World then launches a cyber attack that cripples the Chinese Stock Exchange, leaving China in an economic depression, as well as kicks off the Second Cold War (with the Strategic Defense Coalition being created by Tian Zhao with the People's Republic of China as its head). He would then (according to the player's actions) spark a massive conflict between the SDC and NATO, severely weakening both superpowers. Menendez would be captured during a Cordis Die rally in Yemen but only because he wanted to be in captivity. Menendez would break free of his restraints in the USS Barack Obama as well as initiate an attack on the flagship of the United States fleet. With help from Salazar, he kills "Karma" (if Farid is dead of course) kills or wounds Admiral Briggs (player-determined) and hacks into the military networks of both the United States and China, seizing total control of their drone fleets. He would then use them to finish off what remained of the United States fleet (if Tian Zhao isn't dead) as well as destroy key cities across the globe (including all of the major capitalist strongpoints, the military, economic and government centers of both the US and China and Los Angeles, the location of all of the G20 leaders). Using his newly-acquired, hijacked drone armada, Menendez razed all of his targets to the ground, including most of the G20 leadership (with only the US and French presidents surviving the whole ordeal). The US (with or without Chinese aid) did launch an all-out assault on his primary stronghold in Haiti and ultimately destroyed everything and everyone inside but would fail to reclaim control of the drones. Menendez, with how much of a genius he is, self-destructs the drones and reveals his true intentions: to cripple the military forces of the First World so as to instigate a global revolution. He then attempts to escape disguised as a US soldier by setting off explosives across the base. However, David Mason catches up to him and slays Menendez's personal guards and DeFalco (if he is still alive at this point) as well as incapacitates Menendez by first stabbing him in his leg and then his shoulder. The player can then choose to kill or capture Menendez. If Menendez is killed, then the First World Empire dies with him via a colossal world-wide revolution. If he is captured, he has a 50/50 chance of partial success (killing Woods). Even if Menendez fails he still epically pones the ho named Makarov by a long shot. Clearly, Menendez should be first on the list. As for the other members of the list they have to be completely reorganized. Shepherd was a piece-of-s*** that betrays men that viewed as a brother and a coward for trying to escape Price and Soap's attempt on his life instead of just fighting them like a man (though he did help kick off the Russo-American War) thus he deserves at least 5th. Edward Richtofen only appears in the Zombies mini-games and is an extremely minor character in the COD series thus he shouldn't even be mentioned on the list. Al-Asad was a p****y that was willing to sacrifice his own men and people just so he could avoid captivity or death; he didn't even have the balls to fight Price and his SAS team and squealed like a bitch when Price interrogated him. Though he did execute President Yasir Al-Fulani he deserves at least 9th place. Dragovich, though he did try and fail to initiate Project Nova against the United States in preparation for a Soviet invasion, was a cowardly manipulator that relied on his lapdog Kravchenko to fight his battles for him. He deserves 7th place at most. Imran Zakhaev, the mastermind and creator of the Ultranationalist Party, launched the Second Russian Civil War and served as the glue that kept the Ultranationalists together. Though he to failed to accomplish his goals, he at least deserves 4th place. Friedrich Steiner, really? He's a cowardly p****y that was willing to sell out his allies and even his own cause just to ensure his survival. Even Al-Asad was better than this c*** who calls itself a man. He deserves 10th and worse. Gabriel Rorke cannot be classified as a villian if he was brainwashed. He shouldn't be on this list. Lev Kravchenko was a brute but lacked the intellect and finesse to really accomplish anything; that and he was Nikita Dragovich's bitch. He deserves at most 8th place. To sum all of this up Menendez should be 1st and Makarov (whom Raul Menendez made his bitch) should be second at most. Raul Menendez rules!!!!!!!!!!!!!!!!!!!!
