7 The Hobgoblin (Spider-Man)
8 Adrian Ripburger (Full Throttle)
9 Senator Stampingston (Metalocalypse)
10 SkekTek (The Dark Crystal: Age of Resistance)

skekTek is the closest thing to a voice of reason the Skeksis have. In a Dr. Deborah Birx sort of way, as he's the expert who nobody listens to. skekTek is abusive to everyone but he gets plenty of abuse himself, so you almost feel bad for him at times.
Hamill gives him a Hordak-ish voice that is fascinating to listen to.

The Contenders
11 Muska (Laputa Castle in the Sky)
12 Larry 3000 (Time Squad)

Larry is a change of pace for Hamill. While the robot can be callous, catty and capricious, he has a vulnerable side to him and a desperate need to be loved, and though he has a lot of mood swings, and can get into a psychotic rage, he only does so when his patience has reached its limits, and he can be very kind and caring when in a good mood.
Also, he's a good representation of a gay character in television. His sexuality isn't made to be a big deal, but his feelings and toxic relationship with Tuddrussel are. Half the time his campiness is a joke but the other half shows him being a maternal figure to Otto.

13 The Shapeshifter (Gravity Falls)
14 Undergrowth (Danny Phantom) Undergrowth is a fictional character in the American animated series Danny Phantom created by Butch Hartman for Nickelodeon.
15 Buzz Buzzard (The New Woody Woodpecker Show)
16 King Raymond (Johnny Bravo)
17 Snakebite Scruggs (Scooby-Doo on Zombie Island)
