Most Overrated Villains of All Time

I'm sure alot of you voters have born witness to many forums posted online about the most over rated villains, but since not one exists in this website I decided to do you all a favor and make one myself :)

So tell me, just who do you think is WAY too popular?
The Top Ten
1 The Joker (Batman Franchise) The Joker is a fictional super villain created by Bill Finger, Bob Kane, and Jerry Robinson who first appeared in the debut issue of the comic book Batman (April 25, 1940) published by DC Comics. Credit for the Joker's creation is disputed; Kane and Robinson claimed responsibility for the Joker's design, ...read more.

How is this dude 545864 times more popular than the Green Goblin!? All he is, is a evil CLOWN who wants crime to be rampant! Green goblin only goes after peter and his family and friends! Not every living human on earth like this guy does! I guarantee that if he was real he would scare the living crap out of all of his fans and they would not like him anymore! BECAUSE HE IS A CLOWN AND CLOWNS ARE TERRIFYING. And how real clowns are 100% hated and this guy is 100% loved!? WHAT!?!?!? To me, it makes no sense...

This is the greatest villain ever. He plays by no one's rules, he has no goal except to watch the world burn. You can't beat him because if you kill him you have destroyed your own integrity. He's genius, and Heath Ledger Joker is incredible. Perfect portraying what a super villain would be like in real life. Love this guy he's amazing.

Many fans of the Joker, or another clown characters try to imitate their psychotic personality. Those fanatical morons of the stereotyped "psycho" clowns of cinema and comics do not have personality.

Basically just insane for the sake of insanity, nothing about him being human or having realistic goals and he is a bit of a villain sue character

2 Darth Vader (Star Wars Saga) Darth Vader is a Star Wars character and the main antagonist of the first three original Star Wars films and the main protagonist of the Star Wars prequel trilogy under his original name Anakin Skywalker. He had been trained as a Jedi but defected to the Sith lord and Galactic Chancellor Palpatine. He adopted the name Darth Vader, and was placed in a suit after his legs were cut off and his body was burned after a fight with his former master Obi-Wan Kenobi on the planet of Mustafar. He returned to the light side upon feeling conflict when finding his son Luke and turned stopped the now emperor Palpatine from killing him. In the original trilogy, Vader was physically portrayed by David Prowse ...read more.

For me, the real villain is Palpatine / Darth Sidious. As much as they say that Vader is "The Chosen One", he is always in an existential crisis. He always talks about the "power of the dark side", although he does not do much more than some tricks. The Force that any Jedi can do. Even Darth Maul and Dooku made me more formidable. Disney and the current comics only exalt him more than his true capabilities. It's unfair for me to be exalted just for the suit and other things. Demons! Disney-Marvel-Star Wars comics have even hinted or imagined that he can beat Yoda or Sidious. That's already extreme overrated.

I agree with the other comments. Sidious is much better villain, but IS THE VILLAIN, more powerful and interesting than Vader. Darth Vader is so exploited that he's already bored literally, (all his stories and comics are about his internal conflict, how much he hates himself and others, and his genocides against rebels already seen and bored enough). I expected when Disney bought Lucasfilms to give Sidious his deserved place, like Dark Empire in the Expanded Universe... BUT NO! They continue to overrate and focus on Vader with his silly marvel comics believing he is the main villain when in reality he is just a puppet of Sidious. Besides Vader is not a total villain, because he ends up redeeming himself, unlike other better villains like Sidious himself. Vader and Boba Fett are the most overrated along with Darth Revan.

Vader is so overrated. The reason why SW can't be fun anymore because every character with a cool suit gets turned into some Gary Stu badass. Happened with Boba and happened with Vader. Doesn't do anything in IV, V or VI except get shot of the sky by Han, loses spiritually to Obi-Wan and gets his butt kicked by Luke. At least in Episode III, pre suit Vader kills Jedi and the Separatists and we see Vader kill Jedi on a hologram in a duel. Pre suit Vader is way better than every neckbeard from the 80s most overrated films ever.

He was one of my favourites characters of all time, only after The Wolf-Man (Universal Monsters).
But now he is extremely boring to me. Yes, he is tragic, and a icon, but all his stories are about the same thing: his dreams about Padme, and kill Obi-Wan and the Emperor. The new Disney canon comics focus almost exclusively on Vader and now he is boring. God, now even General Grievous, is more interesting.

3 Sephiroth (Final Fantasy Franchise) Sephiroth is a fictional character and main antagonist in the role-playing video game Final Fantasy VII developed by Square.

Sephiroth is cool, but overrated. Many people are saying that he beat Vergil from devil may cry in a fight. I honestly doubt that, sure he can throw a sun at you, but Vergil could probably teleport somewhere else and also Vergil has gotten much stronger since dmc5, he would destroy sephiroth. Vergil is underrated (fight me, Vergil is underrated) and sephiroth is overrated.

So overrated, it doesn't even have that evil personality a lot of cool villains share; it's just the villain for a good and famous game which evil plan revolves around be "Mommy's boy".

He launched a meteor? Big deal. He have a cool evil song? Point, but to overrating, you can judge a character "the coolest evil guy in the whole gaming universe" because he has a good song.

Check out people, the real evil guys are somewhere else.

Honestly? He's a longhaired pretty boy with mommy issues and a hard on for some blond guy. Who cares, really?

All he did was kill 1 SINGLE PERSON, summon a meteor, then hide in a cave with his mom for half of the game.

4 Lord Voldemort (Harry Potter) Lord Voldemort is a fictional character and the central main antagonist in J. K. Rowling's series of Harry Potter novels. Voldemort first appeared in Harry Potter and the Philosopher's Stone, which was released in 1997.

He isn't nearly as evil as Sauron from Lord of the Rings (he created magical rings that can be used to control minds with one ring and he almost took over middle earth) or Kronos from Percy Jackson
(honestly, if you eat and torture your on kids just to have power, your evil). Also, Ballatrix and Umbridge were better Harry Potter villains.

Barely does anything in the last two movies and is hardly a threat. Basically he was just all talk no action. Bellatrix was more of a threat than him! Very overrated!

Way too overrated, bunch of voldemort fanboys keep hurting my brain, his desighn is laughable, poorly written in the last two harry potter movies and isn't evan a threat, he makes sauron and darth vader underrated.

I love Harry potter series. He is seriously a selfish git in series. He killed Harry's parents and so many innocent people. I hate him.

5 Bowser (Mario Franchise) Bowser is the main antagonist of the Mario Bros. Franchise. From kidnapping Princess Peach to simply destroying a fun game between Mario and Friends in the Mario Party spinoff series, this king of the Koopas has set up a certain hatred towards himself amongst the large cast of Mario Characters. He first appeared in the 1985 popular videogame, Super Mario Bros., in which he was responsible for kidnapping Princess Toadstool (more commonly known as Princess Peach), which was released in Arcades and on the Nintendo Entertainment System (NES) Videogame System.

Of all the stupid, overrated villains I've seen, Bowser is just... WHY?! At least villains like Sephiroth work as villains and are generally imposing. Bowser does the exact same thing over and over, gradually losing credibility, to the point where even in his own franchise his role is a joke! So why does everyone go off saying that he's one of the best villains of all time?! Don't give me that "Iconic status" crap, villains should be judged by their motivations, personalities and actions. Kefka, Ghirahim and the Joker take these and use them PERFECTLY to become great antagonists. Bowser's a turtle that wants to kidnap a princess and every time he does, he gets his ass kicked by an overweight plumber with a shroom addiction.
Kefka: Sadistic personality; Wants to destroy everything because of it; Actually causes an apocalypse.
Ghirahim: Crazy; Wants to revive his master, Demise; Succeeds with his plans.
Joker: Insane; Just wants to toy with Batman; Does so ...more

Bowser gets too much praise. He's repetitive and boring to me.Also,if he was a powerful and intresting character, he wouldn't kidnap the princess EVERY time, and leave an axe at the end of the battle arena! I don't hate him,I just think he's overrated.

He's a cool villain, just overused so much that it's getting old. More Fawful!

6 Boba Fett (Star Wars) Boba Fett is a fictional character in the Star Wars series. In The Empire Strikes Back and Return of the Jedi, he is a bounty hunter hired by Darth Vader and also employed by Jabba the Hutt.

How does someone with barely 10 minutes of screentime and with that many lines throughout the whole trilogy have such a huge fanbase? And no I'm not counting his appearance in Attack of the Clones because really, I don't think anybody wants to.

Both him and darth maul have short scream time of badass ness. Not enough

7 Broly (Dragon Ball Z) Broly is the main antagonist in the Broly Triple Threat trilogy and Dragon Ball Super: Broly movie. He appears to be the latest of the Legendary Super Saiyans who appear every thousand years. His father was Paragus.

Here's the truth everyone should know: Broly is not the most powerful DBZ character and his power level is not maximum. He has weak motivations for being a villain (just a psycho who gates Goku for crying when he was a baby) and is pretty much just like Kid Buu.

"He Cried now die" Broly Logic

Saw the fanficts?
Saw the fans?

They are everywheres. And they won't accept the truth.

8 Bane (Batman) Bane is a fictional supervillain appearing in American comic books published by DC Comics, commonly as an adversary of the superhero Batman.

Movie Bane? Yes, he is fairly overrated. Comic Bane? No, he's the man ho broke the bat both physically and mentally. Movie Bane was only physically.

Insanely overrated in both strength an' intelligence

9 Maleficent (Sleeping Beauty) Maleficent is the main antagonist of Disney's 1959 animated feature film Sleeping Beauty. An evil fairy, Maleficent is an incarnation of pure evil, and is responsible for all misfortune in King Stefan's kingdom.

I'm a person who likes complexity and very detailed characters which is why I love villains like Judge Frollo, Harley Quinn, Nos 4 A2, Lord Shen etc.

Maleficent is evil just for the sake of being evil. Not a bad thing. Most villains are like that but she's boring. She doesn't even do anything but curse a girl to die by touching a needle and turn into a dragon. (the dragon is the only thing I liked from the entire movie) She's flat. There's no moments where I feel... okay that's a person/witch whatever. She's like an evil mary sue.

She's not overrated. Just evil with good manners, despite the fact that she turns into a giant dragon but, like I said. Overrated? No. Evil with good manners? Yes. Thank you and goodbye.

She make a lot appearance, she got her own movie too

She made goth look evil and cool milleniums before it was a thing.

10 Loki (Thor) Loki Laufeyson, or Loki Odinson, is a fictional character appearing in the American comic books published by Marvel Comics. He is the adoptive brother and archenemy of Thor, and is known as the "God of Mischief". In the Marvel Cinematic Universe, the character has been portrayed by Tom Hiddleston.

Loki is a likeable villain but fangirls hype him way too much, plus they give him the Draco in Leather Pants treatment which puts pressure on writers to soften his character.

The Contenders
11 Scar (Lion King) Scar is the main antagonist of Disney's 1994 animated feature film, The Lion King. He was the second son of Ahadi and Uru — who were, at one time, King and Queen of the Pride Lands — the younger brother of Mufasa, and the uncle of Simba.

Scar tells the heroes that he is evil. That is a sign of an extremely flawed villain.

12 Bill Cipher (Gravity Falls) Bill Cipher is a triangular dream demon formerly existent only in the mindscape who wished to gain access to the real world. He has been running amok in Gravity Falls, Oregon since being summoned by Stanford Pines over thirty years ago. He is known for his mysterious demeanor and sadistic humor. He is the main antagonist of Gravity Falls, although he doesn't play a central role in the series until season 2.

I can't stand him! He is so stupid and disgusting! His voice is so annoying. He just calls people dumb, and tries to kill kids. He tries to take over the universe. He was so cruel to the people of the town. All of those disgusting monsters that Bill likes are just as gross as he is. I was happy when he died, and I hope his backwards message did not work!

I hate the Illuminati symbol, therefore nothing worse than a living illuminati symbol

13 Kefka (Final Fantasy Franchise)

Don't get me wrong. I love Kefka. I'm just saying, the fanboys/girls give him too much credit. Let's get this straight- He DID NOT destroy the world. He messed it up, but it still was inhabitable and was salvaged afterward. "Destroyed" implies that it was, ya know, destroyed. People who want to compare him to the almost-as-overrated Sephiroth like to rest on this claim, but they fail to take into account that the two planets they lived on were extremely different. Sephiroth's planet was alive. It had the Lifestream, it fought him, it had Weapons. Kefka's planet was like ours, it just sat there like a defenseless lump of rock while he wrecked it. He was a harmless (to your party) lackey for half the game. His most notorious act, poisoning the wells of Doma, was stolen from The Emperor, an underrated villain. Kefka's awesome, but doesn't deserve the worship.

He's more overrated than Sephiroth

14 Ganondorf (The Legend Of Zelda Series) Ganon (Referred to as Ganondorf in human form) is a fictional character and the central antagonist of Nintendo's Legend of Zelda series. He is a power-hungry Gerudo who possesses the Triforce of Power and aims to conquer Hyrule with the remaining Triforce parts.

Storywise, he's extremely powerful, but the final battles with him are always easy if you kniw what he's going to do.

He also is kind of generic. He could really use some character development to make him less 1 dimentional. The only time they did that was in wind waker, and it made him way more interesting. In pretty much all other games, he is just the evil guy who doesn't seem to have any personal reasons for doing it other than because he felt like it.

I already know the reincarnation backstory, but that doesn't substitute personal motives.

Though he is evil, he should have removed the keys and items from the dungeons to keep you from finding the sages. He had seven years, and he watched link complete the forest temple, so he could use some common sense and remove the keys from dungeons so you won't defeat him. But he let link do so. Just saying my opinion. Still better than Bowser though.

Zante was a badass in legend of zelda: twilight princess, he killed a light spirit, and defeated link and more in the game, ganondorf was just thrown in there for no reason, he had nothing to do with the story. Way to ruined a badass villain ganondorf.

I know the saying 'if at first you don't succed try again' but Ganondorf REALLY takes things a little too far. How many times has he been beaten by a small hero being told what to do...

15 Alphys (Undertale) Alphys is an adorably dorky, lab-coat-wearing, bespectacled, yellow-skinned lizard scientist who resides in her lab in Hotland in the critically acclaimed cult classic RPG known as Undertale, wherein she partakes in the daily act of watching insane amounts of anime and having a vast majority of the ...read more.
16 Andross (Starfox)

Just a robotic monkey head. Not very Fear-inducing. And not that satisfying to kill either.

17 Ursula (The Little Mermaid) Ursula is a fictional character who appears in Walt Disney Pictures' 28th animated feature film The Little Mermaid.
18 Kerrigan (Starcraft Saga)

Probably one of the most boring villains ever. Kerrigan has no other goal other than to increase the swarm and control the Koprulu sector. Admittedly, She's had plenty of success in trying to reach her goal(Starcraft: Broodwar), though whenever someone is going to talk about her achievements, they make her sound like a character from a Michael Bay movie(Michael Bay=tons of explosions, Kerrigan= tons of casualties).

So what? Nothing she has done makes me emphatize with her. Nothing she says or does makes me want to laugh. The connection she has to the main protagonist (Jim Raynor) is for the most part through an awkward love story.

Finally, what's so interesting about a villain who's a complete monster? Unless the good guys does something to make her into a human again (Starcraft II: Wings of Liberty), she will always be an infested Terran, which means her actions and interactions will be very predictable and repetitive, and she will show no signs of being human, other ...more

19 Light Yagami aka Kira (Death Note Series)

Light and Death Note just need to go into a hole and stay dead. Please. Nothing is more overrated in all of anime. I'd say he's far more overrated than a guy like Kefka or Sephiroth. Ganondorf isn't overrated at all in my opinion. But this guy... He's just a stupid little kid with no power, except the ability to write in a little notebook about people he doesn't like.

20 Cell (Dragon Ball Z) Cell is a fictional character in the Dragon Ball series by Akira Toriyama. He is the main antagonist of the Android Saga, being an android/artificial life form from the future, whose goal is to become "perfect" via absorbing Androids 17 and 18 and becoming the strongest fighter in the universe.
21 Pokey Minch (EarthBound)
22 Asriel (Undertale)
23 Auric Goldfinger (James Bond) Auric Goldfinger is the primary villain of the 1959 Ian Fleming novel Goldfinger and its 1964 film adaptation. He was portrayed by German actor Gert Fröbe and voiced by Michael Collins.

He was good, but he wasn't the best like everyone suggests.

There's better james bond villains out there.

24 Pennywise the Dancing Clown (Stephen King's It) It (sometimes capitalized as IT), more commonly known as Pennywise the Dancing Clown, is the titular main antagonist of the novel, its 2017 film adaptation and the 1990 TV adaptation. It was portrayed to be a shapeshifting and malevolent entity millions (possibly billions) of years old, and with no ...read more.
25 Basco (Gokaiger)

This dude is a badass but he doesn't have any reason for his actions and yet he could have killed the gokaigers but he keeps them alive to find the treasure and yet he can't find the treasure in the gokai ship? , wow, zangyack accomplished more than he did in back-stories despite them being pathetic in the season but all that build up to find the powers of sentai teams and bitches at navi wheres the treasure.
