This is a list about not just the best Pop Music has to offer, but its also about the influence and legacy that these artists have presented. Hence, a "Hall of Fame".

Hard to say; he only had a handful of albums that could really be construed as pop (Young Americans, Let's Dance, Tonight, and maybe Hunky Dory or Ziggy Stardust). His "best" work (Station to Station, Low, "Heroes", Lodger, Scary Monsters, ★, etc.) certainly wasn't. I guess he did drive a number of pop music trends, which probably justifies his inclusion. - PetSounds
