13 Take On Me - A-ha
14 She Loves You - The Beatles

Not only did the boys have the most #1 singles of any act in history, they did it legitimately.
Most artists, from MJ, to Mariah Carey, to Madonna, engage in "track mining", where they go back time and time again to successful albums, and lift tracks to be released as singles.
The Beatles considered this disrespectful to the fans.
Had they chosen to do so, they could have had in the neighborhood of 70 or more #1 singles instead of just 26.
For example, "A Day In the Life", "While My Guitar Gently Weeps", and "In My Life" would all have easily become #1, but were never released as singles.
