Catwoman has always been a character who I haven't found interesting. Even the best versions of her are just okay.

2 The Condiment King

He may not seem that popular, but he still managed to get into the comics even though better characters like Baby Doll haven't. Condiment King isn't even that funny. He's the worst Batman villain.

3 Hush

Not my cup of tea when it comes to Batman villains.

He's actually a great villain, but some versions of him are overrated like the Tim burton film, The Animated Series, and The Lego Batman Movie.

Joker is great and all... But how many you can do with him before he become stale?

Mr. Freeze is really well cool in The Animated Series as well as sympathetic and well written, but other versions of him aren't very good.

9 Killer Croc Killer Croc is a fictional supervillain appearing in American comic books published by DC Comics, commonly as an adversary of the superhero Batman.

He's okay, but not interesting enough to be a regular villain.

10 Harley Quinn Harley Quinn is a fictional character appearing in American comic books published by DC Comics, commonly as a sidekick of the Joker.

This should definitely be number 1. Catwoman isn't a villain. Suicidee Squad brought her up to number 2 on the Best DC Villains list, above Deathstroke, Darkseid, Lex Luthor, and all those guys. What an awful villain.

11 Riddler The Riddler is a fictional supervillain appearing in American comic books published by DC Comics, commonly as an adversary of the superhero Batman.

He's great as a comedic villain in the 1960s show, but he doesn't really work as a serious villain.

12 Evil Tim Drake

A funny villain but not as good as his normal version.
