Kim Jong-un (born 8 January 1983) is a North Korean politician who has been Supreme Leader of North Korea since 2011 and the leader of the Workers' Party of Korea (WPK) since 2012. He is a son of Kim Jong-il, who was North Korea's second supreme leader from 1994 to 2011, and Ko Yong-hui. He is a grandson of Kim Il-sung (who was the founder and first supreme leader of North Korea from its establishment in 1948 until his death in 1994) and the first leader of North Korea to have been born in the country after its founding in 1948. I find it sad that a totalitarian dictator is below people like justin Bieber, Taylor swift and even Donald Trump. Sure trump is stupid and Bieber makes bad music but Kim Jong Un is a literal DICTATOR WHO EXECUTES HIS OWN PEOPLE!
The only person in this list that is worthy of being in this list. But still, executing him would lead to severe tensions in the Korean Peninsula, and I doubt whether it would make things better.

Peter Gerard Scully is an Australian sex offender who is serving a life sentence in the Philippines. He was convicted on one count of human trafficking and five counts of rape by sexual assault of underage girls in June 2018.
In November 2022, he was convicted again and sentenced to an additional 129 years in prison. Sadistic Australian pedophile who somehow isn't all that well-known. Not only did Scully produce violent child pornography videos (which were sold on the Dark Web for up to $10,000), he also was convicted for the murder of an 11-year-old girl. He avoided the Filipino death penalty last year.
