Lots of action and interesting also not boring

I love this movie so much

I wonder how it got the PG-13 in the first place. remember that one scene where bart skateboards down the street naked only to flash his penis onscreen for two and a half seconds?

I think it should be rated X because of how bart showed his penis in the skating sequence.

But it's a cartoon...
