Ghetsis Harmonia, or simply Ghetsis, is the main antagonist in Pokemon Black and White and the direct sequels, as well as the adoptive father of N, Concordia, and Athea. He's malicious, manipulative and takes advantage of whoever he needs to, to reach his evil goals. He's also the only villain who tries to incapacitate (or in some translations kill) the player, as other people has noted.
Also; his last name is Gropius (I pressume it's pronounced "grope-ee-us")... how could he not be evil with a name like that? (The again it could be pronounced "gro-pie-us" or something like that)
The writers really trolled us here. initially, Ghetsis seemed to be the villain. And then, N seemed to be the Villain. And then, well, in the very end, we find out that Ghetsis really WAS the main villain all along! LOLOL!
I hate that guy he is horrible! Jessie and James should be Number 1. Not him!
While I think Lusamine and Ghetsis are a tie, this is a great list nonetheless.
He tried to destroy the universe to make a new one then ended up being dragged into hell forever by giratina - how is that not clear he is the best villain?

Lysandre was a very underrated villain, but I can understand why people do not like him...
He had the most understandable goal out of everybody: he just wanted to survive. That's it. That alone makes him relatable in my opinion. He's become feral, so the only thing that he wants to do is to SURVIVE.

Especially after playing Alpha Sapphire. He is so darn friendly and actually ENCOURAGES you to try to stop him because he knows that you are just fighting for what you believe in!
Lusamine is a fictional character introduced in Pokémon Sun and Moon. She is the head of the Aether Foundation. I like better than bowser and ganondorf, she's better than this two guys, she is ganondorf, for lusamine as a character ripoff that better than the original, she have the best name for a villain - lusaMINE, lusamine is the most beloved fictional villain+most popular fictional villain, should be number 1.
From what I have heard, she is the most terrifying pokemon villain in the history of forever and make ghetsis lysandre, Cyrus, and mystery dungeon darkrai look as warmhearted and likeable as pokemon league champion Cynthia in comparison. Can't wait to see whatever twisted things her mind leads her to do in these games.
Ultra sun and ultra moon fixed her so she wasn't as big of a furry as she was in the original sun and moon.

This girl has a smart team.Milotic nearly destroyed the whole team,Hydro Pumping Primarina to death AND Aegislash.Clefable isn't bad.Mismagius and Beware are annoying and Lilligant.Pretty difficult seeing as I had nome of its weaknesses.My plan with Aegislash was Destiny Bond first,I thought it would work.Her character is Haunting.She seduces Hau by nice talk,then kidnaps Lillie(well,makes best skull Plumeria to do it).Also LILLIgant.SHE STRAIGHT UP REPLACES HER DAUGHTER WITH A POKEMON!
Sure, he wasn't really a bad guy - not when you compare him to his father. The reason why N was one of the strongest villains, however, was the fact that he was sensitive and innocent. As Anthea says in B/W, there is nothing more terrifying than innocence. N was raised in such a way that he only ever saw suffering. He thought he was doing the right thing.
While most of these leaders did what they did for power or for greed, N genuinely believed that what he did was right.

How is he not number one? He would destroy your team with Ludicolo and fought while dancing to his own theme song. Dude was an animal
