From what I have heard, she is the most terrifying pokemon villain in the history of forever and make ghetsis lysandre, Cyrus, and mystery dungeon darkrai look as warmhearted and likeable as pokemon league champion Cynthia in comparison. Lusamine is literally a female Satan. I swear, 100%, she’s a psychopath. She’s so twisted in the manga, twisted in the game, and for some reason really sweet in the show? She’s like my all time favorite villain in Pokémon, although I wish she had a little bit of a better reason to go all crazy mother beast on everyone, I mean, it’s all because of stupid Mohn who disappeared but just happened to be chilling out on the Pokebean island.
He had the most understandable goal out of everybody: he just wanted to survive. That's it. That alone makes him relatable in my opinion. He's become feral, so the only thing that he wants to do is to SURVIVE. - HeavyDonkeyKong

Sure, he wasn't really a bad guy - not when you compare him to his father. The reason why N was one of the strongest villains, however, was the fact that he was sensitive and innocent. As Anthea says in B/W, there is nothing more terrifying than innocence. N was raised in such a way that he only ever saw suffering. He thought he was doing the right thing.
While most of these leaders did what they did for power or for greed, N genuinely believed that what he did was right.
