1 Pheromosa - 255 Pheromosa is a dual-type Bug/Fighting Pokémon introduced in Generation VII. It is not known to evolve into or from any other Pokémon. It is one of the Ultra Beasts and is known by the code name UB-02 Beauty.

Legends having the same catch rate as magikarp and caterpie. This is probably one of the biggest blunders made by the Pokemon creators.

2 Kartana - 255 Kartana is a dual-type Grass/Steel Pokémon introduced in Generation VII. It is not known to evolve into or from any other Pokémon. It is one of the Ultra Beasts and is known by the code name UB-04 Blade.
3 Unown - 225 Unown is a Psychic type Pokémon from the Johto region, taking on the form of letters and punctuation. It is often considered the weakest Pokémon, with low stats and access to only one move, Hidden Power (which can be learnt by nearly every Pokémon anyway)
4 Arceus - 3 Arceus is a legendary Pokémon from the Pokémon series. It first appeared in the 18th Pokémon movie alongside other Legendary Pokémon. In the Pokémon universe, Arceus is widely known as "The Original One", as it's believed to be the creator of the entire pokemon universe. According to mythology, Arceus is said to emerge from an egg that existed before the universe.

A lot of people probably won't agree with this, but the God of Pokemon should be having a catch rate of 1 - 1.5

6 Rayquaza - 45 Rayquaza (pronounced "ray-quay-zah") is a Dragon/Flying type Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise. It serves as the mascot in the game Pokémon Emerald. Rayquaza can mega evolve into Mega Rayquaza provided that it does not have a Z-Crystal and it knows the move "Dragon Ascent". According to the Pokédex, it lives in the ozone layer, and frequently stops battles with Kyogre and Groudon, two other Legendaries.

Originally, this too had a catch rate of 3, but was later increased to 45.

7 Yveltal - 45 Yveltal is a fictional creature in the Pokemon Franchise. Introduced in the 6th gen, Yveltal is a legendary Dark/Flying type Pokemon, and is the mascot of Pokemon Y. It is classified as the Destruction Pokemon. One of the most powerful legends having a catch rate higher than 3 - 15. Blunder.

8 Lunala - 45 Lunala, known in Japan as the same name, is a Legendary Pokémon species in Nintendo and Game Freak's Pokémon franchise.

A beast having catch rate of 45. Blunder again.

9 Slaking - 45 Slaking, known in Japan as Kekking, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise.

The only non-legendary with base 670 must have a lower catch rate.

10 Solgaleo - 45 Solgaleo is a dual Psychic/Steel Legendary Pokèmon introduced in Generation VII.
