Timo Tapio Tolkki is a Finnish musician best known as the former guitarist, songwriter and producer of the power metal band Stratovarius. I think Mr. Tolkki need to be at least top 3 because he was one of the most important power metal guitarist with Mr. Hansen and Mr. Weikath. Also, his techniques are better than other power metal guitarists.
André Olbrich is a German guitarist, composer and backing vocalist, most known as the co-founder and lead guitarist of power metal band Blind Guardian, in which he serves as one of the main composers with other co-founder Hansi Kürsch.
A very technical player for less known band (At Vance). I would highly recommend to give a listen to his instrumentals (At Vance - Vivaldi Summer, Beethoven's 5th).

None other than the best. I have spent 4 years at music school studying guitar and music theory, and I feel that nothing can compare to Luca's neoclassical style. He doesn't try to showboat or impress, rather, he lets his licks and solos tell a story, give an emotion, make you feel! He deserves to be at least top ten, and will always be my number 1! His work is absolutely amazing, his mastery over neoclassical style is astonishing, his guitar work can make me cry tear so joy and gives me the chills more than any other musician. The best!
