We're talking raw power and overall strength here, not who's the best or most iconic. Because let's be real, if this were about the best or most charismatic villain, The Joker would probably laugh his way to the top. But strength? That's a whole different ball game. We're talking about the villains who can go toe-to-toe with Batman in a brawl, or those who possess powers that even Bruce Wayne's advanced tech can barely handle.And hey, I know what you're thinking: "What about the Justice League villains? Or Darkseid?" But let's stick to the topic at hand - this list is dedicated solely to Batman's rogue gallery. So, as much as we'd love to include the omnipotent beings that give the entire Justice League a run for their money, they're not making an appearance here. We're keeping it exclusive to the foes that primarily plague Gotham's guardian.
He is the man who "broke" the bat: Bane. Bane is at the peak of physical condition, hardened by growing up in prison. Bane is very smart, almost at Batman's level of intelligence. He also has a large supply of a toxin called Venom, which massively boosts his strength and size. It is unknown how strong it can make him.
Bane is also the strongest villain in Batman movies. He defeated Batman and broke his backbone. He was also trained in the League of Shadows, but he cannot fight as well as Deathstroke.
He broke Batman's back. He's as strong as Batman. Batman only beat him because of gadgets and help.
Grundy is not exactly a true Batman villain. He was originally a Green Lantern villain but has appeared in Batman comics. Grundy has great strength, durability, and stamina. He is quite slow and unintelligent due to being an actual zombie, but his main power that fits perfectly with these other abilities is that he can resurrect upon death. Ra's Al Ghul may be immortal, but in a fight, Grundy would not let him get away and would stop him from achieving immortality.
Clayface is a huge shapeshifter who can manipulate his size and morph into anyone he pleases. In some variations, he has the same DNA, personalities, and other traits of the person he morphs into. He has excessive strength and can create swords, axes, and pretty much anything. He can even detach some of his body and easily repair it. His clay skin is also stronger and more flexible than Batman's (and humans overall) and allows him to perform much more acrobatic feats.
Clayface can literally morph into anything.
In addition to bob_mc_bobinson's comment, she can also kill you if you touch her in some versions. She's got, and has always had, genius-level intellect and, with her obsession regarding the environment, has enough motive to destroy the human race if she so pleases (and she does).
Poison Ivy can mind-control, hypnotize, and control plants. She has even once mind-controlled Superman and made him fight Batman. She can hypnotize with just a kiss and regularly uses this to hypnotize guards and escape from prison.
Killer Croc has immense strength, speed, stamina, and durability and scares me. He has powers comparable to Aquaman! He is basically a mutated crocodile. The scales on his body are extremely strong and can resist punches from The Lizard and can act as camouflage.
The Arkham version of him is my favorite, but I'm disappointed in the Gotham one.
He's stronger than Bane and is very smart.
He's got to be one of the strongest. He defeated the whole Justice League. Plus, his acid and hand buzzer are so deadly. He always puts up good fights against Batman. He defeated Wonder Woman with just one Joker gas, and his martial arts skills are almost as good as Batman's.
Joker is the most powerful and scary villain in the Batman universe. What's more terrifying: some guy with a speaker and a little bit of strength, or an insane lunatic clown knocking on death's door with the city's entire mafia (and even Batman, to some extent) at his fingertips?
Come on, guys, this guy is the best skilled gunman in the Batman series. This guy can stand up to Bane, Joker, Killer Croc, and Penguin. This guy has massive durability. He almost defeated Batman in the movie Batman vs. Two-Face. This guy should be number 3.
Deathstroke knows more martial arts than Batman. He has beaten Batman in one-on-one fights numerous times. Deathstroke also can use more of his brainpower than Batman and can regenerate. He basically has more strength than Bane and Killer Croc, better fighting skills than Ra's Al Ghul, and better intelligence than Batman. Oh yeah, he can also kill and use guns and swords. Deathstroke is the most powerful Batman villain.
Deathstroke is considered one of the most skilled and dangerous assassins out there. He has beaten Batman a number of times and has even taken on the whole of the Teen Titans. He is an exact match against Batman and even inspired the infamous anti-hero, Deadpool.
Ra's has above-average intelligence and is a good strategist. He has immense agility, acrobatics, and sword-fighting skills. He commands a small army of ninjas as he is in charge of the League of Shadows. The thing that makes Ra's so powerful is that he can become temporarily immortal after bathing in a liquid he discovered. It stops aging and grants the bather indestructibility. The only problem is that he must return to the liquid periodically to maintain his immortality.

This guy's traps are OP, plus his gun skills are really good. He was smarter than Bane, and his tricks are unbelievable.
He is the one who has the knowledge to outsmart Batman, even in a brain game or in hand-to-hand combat. He is always three steps ahead of Batman.
He should easily be in the top 5! Hush is one of the best Batman villains! He can defeat Batman!

In his phosphorus form from the Batman show in 2004, he almost destroys Gotham. In that show, he beats most people on this list. Clayface and Batman Who Laughs are probably the most powerful, though.
