Managed to kill millions upon millions of people (estimated between 40-70 million in total) and was a brutal dictator. I remember reading about how upon death, he wasn't afraid of dying but of the power he would lose as a result. A dictator and a nasty human being in all.

How is Fred Phelps, who never killed anyone, sitting at # two, while Stalin and Mao, the two worst mass murderers in history, are occupying nine and ten?
