1 Neopolitan Neopolitan

Neo you don't need to say a word. Your style and the way you owned that fight with Yang says it all. Plus she fights with a parasol. This gal took on badass Yang (who is way taller and physically stronger) and her gun gauntlets using just her parasol and won. Amazing. - NerdBunny

She is a genius. Think about it. She doesn't just dodge Yang's attack, she blocks or counterattacks them with her umbrella. Yet when she hits Yang it hurts but it's not hard enough to trigger Yang's Semblance! Plus she has a cool Semblance.

She is not a character but a tool. She is very overrated and uninteresting. I don't get why she's so popular, she is like the Boba Fett of RWBY... - OfC

I personally despise Neo, and I don't even know why.

She brought down an entire kingdom and made the whole world of Remnant fear for war. She killed Amber, she's the reason Penny is dead, is the reason Ozpin is missing and killed Pyrrha within a few episodes. She went from a boring villain from Volume 2 to an evil cold woman in the next volume. Monty would be proud. - RoseRedFlower

3 Salem Salem

Ok, why is she #3?! Cinder is nothing compared to her. I can obviously she will be a very large threat in Volume 4. She is the narrator. I've known that frisking narrator was evil the whole time. I felt it in my gut. She has so much mystery and it's insane how Cinder is above her. - Peculiar

4 Roman Torchwick Roman Torchwick

I mean come on. This guy has charisma for days and both his personality, the way he operates, and his motivation in why he does what he does is more interesting than that of the "main villains" such as Cinder and Salem. The best villain is not always the most powerful one. Rather the best villain can be the one the audience strangely enjoys whenever they're on screen, despite what despicable actions they commit.

Roman was amazing. He had charisma, good jokes, and was classic. He seemed to be like that villain that stood in front of the mighty ones (Cinder, Salem, Tyrian, etc.) to keep the young protagonists distracted. Once he was killed, that was a sign that team RWBY has matured and has moved on to the next step of their training. - NoobTuber

Yeah, he's a pawn. But he's had some of the shows best lines.

I think she has the best motive in the series: at first she worked with Cinder for food, then out of loyalty and now (just before volume 5) she is doing it out of fear. CHARACTER DEVELOPMENT YAYY
