Top Ten Secondary Villains in the Marvel Cinematic Universe

Well, we have primary villains in the MCU that the heroes battle, as well as secondary villains that may or may not be allied with the primary villains. These secondary villains should deserve more credit.
The Top Ten
1 Justin Hammer

Secondary villain in Iron Man 2, and actually way more fun than the primary villain Ivan Vanko. He's never really fought, but his creations to rival Stark end up with him just getting arrested. In all honesty he's the best thing about Iron Man 2.

2 Ayesha

Secondary Villain in GOTG2, not actually affiliated with primary villain Ego but still an enigmatic character anyways. Definitely is out for the Guardians' blood at the end, attempting to create Adam Warlock in a mid-credits scene.

3 Nebula Nebula is a fictional character appearing in American comic books published by Marvel Comics. In the Marvel Cinematic Universe, she is portrayed by Karen Gillan.

Nebula's always been in a secondary role in every movie she's in, she's notably the secondary villain in GOTG 1 while sort of an anti-hero in the movies after. But in the first movie she worked with Ronan, the primary villain.

4 Alexander Pierce

One could argue that this guy deserves to be the primary villain of Captain America: The Winter Soldier due to him dissolving shield. But Winter Soldier is more of the action villain in that case.

5 Brock Rumlow (Crossbones)

He goes from tertiary villain in Winter Soldier to an independent secondary villain in Captain America: Civil War. In that movie, Helmut Zemo, who's met later, is the main villain, with none of the fighting heroes considered villains in any real way. Crossbones is probably the only one who could be considered secondary villain in this movie.

6 Baron Wolfgang von Strucker

Much like Crossbones, Age of Ultron's main secondary villain isn't as associated with the primary villain (Ultron) although the primary villain does kill him.

7 The Grandmaster

He probably doesn't behave as a villain in any case, but Jeff Goldblum's Grandmaster kept Thor for so long on Sakaar in Thor: Ragnarok he might as well be considered one. Not in any way associated with Hela of course, but his enigmatic character was one who enslaved others.

8 Kaecilius

Again, it's arguable whether he should be primary villain over Dormammu or not. Given that Dormammu was bent on destroying earth with his superpowers and Kaecilius was basically a follower, he pretty much should be a secondary villain in this case. But that's my opinion.

9 Raza

The first secondary villain in the MCU, Raza the leader of the Ten Rings got in with Obadiah Stane, who ends up being the main villain, but naturally he's disposed of by the primary villain.

10 The Other

I end this Top Ten list with The Other, an outerworldly being who ended up as the secondary villain of Avengers as Loki does all the main work. Could you argue he's the primary villain? Not sure because he barely has a role. He can't even be considered a secondary villain in GOTG 1 because Ronan kills him off too fast. And he's even a second-in-command to Thanos too, even in Avengers.
