Sasuke Uchiha is a fictional character from the manga and anime franchise Naruto, created by Masashi Kishimoto. Normally, I'd say that Obito had the strongest MS abilities (if you count the left eye Kamui as his still); but Sasuke could counter them. Sasuke could bombard Obito with Amaterasu due to him possessing EMS and cover his body with the flames; Obito would eventually be forced to start using his left eye on Amaterasu (you could also argue that covering his body would somewhat protect Sasuke from having his body parts teleported away as the focal point of Obito's vision would be on the flames). Over time, more and more Amaterasu would build up in Kamui's dimension, if sasuke avoided Obito's physical attacks, to the point where Sasuke could attack Obito whether he was in Kamui or not.
p.s. more people would be able to avoid Obito and wear down his stamina than would be able to dodge a constant onslaught from someone with Sasuke's abilities (that being said, Obito would be fast enough to dodge Amaterasu).
