1 Darth Sidious Sheev Palpatine (also known by his Sith identity Darth Sidious and publicly as Senator Palpatine, then Supreme Chancellor Palpatine, and later Emperor Palpatine) is a fictional character and one of the primary antagonists of the Star Wars franchise, mainly portrayed by Ian McDiarmid.

This man almost single - handedly brought down a Government stable for 1,000 years. Manipulated everyone(including Yoda) and made the galaxy destroy itself through a war just to get rid if democracy. If this was who has the most wisdom I think Yoda would definitely be in the top 3, BUT this is a list on who is the smartest.

He took down the senate, made Anakin turn evil, cause order 66, and cause wars. Honestly there's no surprise that Palpatine is the smartest character

He is the Creator of all the Evenements from the first movie to the Last movie... and of course the Most intelligent Character, Our Emperor Palpatine is Back to Surprise Us another Time in the Conclusion of The Saga

Love him. Always have. Always will. He is intelligent beyond human possibility and much more sophisticated and aristocratic than any other character in the franchise. Sidious might be the only character more intelligent... but I'm not so sure. I mean he fooled everyone else, except the rebels and Grand Admiral Thrawn into believing that he was the good guy, but since Thrawn chose the "bad" side willingly and fully aware, it's possible that he's smarter than even Sidious. Its possible. NOT definite. Too me it is... but I don't handle criticism very well, so I'll just say that it's possible.

Maul was obviously a very smart person. One thing I think about a lot when people think about smart star wars character they seem to forget Maul. In his final battle with Obi Wan, from just a few minor details he was able to deduce that "Ben" was there to watch over a person. That just shows his attention to detail and just how smart he was before he then died.

He is clearly the most intelligent Character because of his ability to see that neither the sith nor the Jedi could have control. Plus he was struck down by both so many times but was still able to lead his own team (death watch). He also seems to be very persuasive as he teamed with the pirates, death watch, the Jedi, the sith and many more

Jedi master who somehow managed to survive 20 years after order 66, while living within the territory of galactic empire and seeing inquisitors every week, yet despite changing his first name only, he was not found of being Jedi. Everyone on the planet and in the sector of empire that hunts down Jedi is STUPED or he is too smart for imperials.

General is highest rank for Jedi in military. They don't exactly gifting that rank. Also him being lower than psychopathic Jedi killer is terribly wrong. (he literally outsmarted him in clone wars and in rebels)

Jar Jar Binks is above pretty much everybody when it comes to cunning if you believe in the "Darth Jar Jar" theory. He was able to trick even the most adept of tricksters, such as Palpatine, into doing what he wanted and ultimately removing themselves from his path towards whatever his goal may be. He has such knowledge of the force he can mind control powerful Jedi such as Qui-Gon, and even Palpatine himself. He plays the part of the fool skillfully, and in doing so allows himself to slowly eliminate his enemies and seize power from the shadows. He is the ultimate shadowy manipulator of Star Wars...and the REAL phantom menace.
