He is one of the strangest characters in TV history. He looks like a cross between a male and a female. He is a man with women's makeup and costume. He talks to rubber ducks and is the parent of the Rowdyruff Boys. He's the reason why this show has a hidden message. He is based on the devil. Wow! Yes, that's the truth.

6 Haunter (Pokemon) Haunter, known in Japan as Ghost, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise.

If anyone counts anime as a cartoon, Haunter is an exception. If it touches or licks you, it causes endless shuddering until the day death comes. Seriously. What is normal about a ghost?

7 Kat (Kid vs. Kat)

This character is an oddity in the form of a domestic feline at war with a ten-year-old boy. This character also has a strange appearance and makes crazy inventions.

She's a slimy, blood-sucking parasite. When she says a certain chant, a curse is put on you. Enough said.

10 Dr. Barber (The Marvelous Misadventures of Flapjack)

This character today makes me think of American Horror Story with all of his odd surgery tools. Disassembling joints of the body and placing them elsewhere, like the head. The faces he makes and creepy personality. No wonder not a lot of people like Flapjack.

He wanted to cut a rat open in one episode.

A barber-surgeon who seems to have a desire for unnecessary surgeries on people.

This woman is possibly the creepiest teacher EVER. I would NOT like to have her as a substitute.

I've once heard that Ms. Bitters is not a human, so that explains why she is weird.

15 Elmo (Sesame Street) Elmo is a Muppet character on the children's television show Sesame Street. He is a furry red monster with a falsetto voice, who hosts the last full fifteen-minute segment on Sesame Street, "Elmo's World", which is aimed at toddlers.

He has a struggle with simple tasks, always says Elmo instead of me or I, and that's fine.

He's a creepy puppet that talks to a freaking fish and a mentally challenged guy named Mr. Noodles.

He's always happy and does not care about others, and refers to himself in the third person.

16 Katz (Courage the Cowardly Dog) Katz is a fictional character from the Cartoon Network animated series, Courage the Cowardly Dog. He frequently appears as a recurring antagonist in the series . His first appearance was in the episode "A Night at the Katz Motel" .

Just watch any episode he appears in, and you'll see what I mean.

17 Uncle Grandpa (Uncle Grandpa) Uncle "Larry" Grandpa is the main protagonist of the series Uncle Grandpa created by Peter Browngardt.

Pretty new and pretty weird show.

Uncle Grandpa is a guy who helps kids out with every stupid thing. OH NO, A KID WHO DOESN'T HAVE A NICKNAME! IT'S AN EMERGENCY! He's also everyone's Uncle and Grandpa. WHAT DO YOU THINK, IS HE GOD? And guess how he solves problems? He does weird stuff. THOSE THINGS ARE VERY SIMPLE! And finally, he always says good morning to people even though he should say things like hi and goodbye. I HATE THIS FREAK!

18 Jynx (Pokemon) Jynx, known in Japan as Rougela, is a Pokémon species in Nintendo and Game Freak's Pokémon franchise. She is known as one of the more humanoid pokemon.

Like we need Nicki Minaj in an anime.

He's also a very strange-looking character. He has this weird voice and squirts juice out and eats drawings. The design looks like something out of an alien movie. He's SO WEIRD!

He was created by Sheryl Leach in 1987, to entertain her 2 year old son. He is infamously known for his "I Love You" song, and his TV series was hated by many people, and even voted by TV Guide as the 50th worst TV Show of all time.

He's a dinosaur who just wants to have some fun. Don't take that away from him.

Not only does Barney have that creepy smile and is a complete pedophile, but he's also a dopey-looking dinosaur.
